City of West Richland - SR 224/Red Mountain Transportation Improvements Project

The City of West Richland is soliciting a Letter of Interest and Statement of Qualification from consulting engineering firms interested in providing professional municipal engineering services for the following projects SR 224/Red Mountain Transportation Improvements Project. 

The following expertise and experience will be required: intersection design; landscaping; geotechnical evaluations; federal environmental documentation and permitting; storm drainage design; structural retaining walls and irrigation canals; and public Involvement; project closeout documentation all in accordance with FHWA and WSDOT Local Agency Guidelines. The City reserves the right to retain the services of the successful firm(s) for any subsequent tasks (Illumination design; subsurface utility exploration; and construction inspection) associated with this project. 

The funding for this project includes Federal Funds and Connecting Washington Funds which are being administered through the Washington State Department of Transportation. This project has a mandatory DBE agreement goal of 13%.

The City of West Richland reserves the right to amend terms of this “Request for Qualifications” (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. 

Evaluation Criteria:
Submittals will be evaluated and ranked based on the following criteria:

1) Qualification of Proposed Project Manager
2) Qualifications/Expertise of Firm 
3) Ability to meet schedule
4) Approach to project
5) Familiarity with WSDOT/FHWA standards
6) Past Performance/References
7) Approach to meet the DBE goal or SBE goal (DBE Participation Plan or SBE Plan)

Submittal:
Statements of Qualifications (SOQ) shall be limited to ten (10) single sided pages and shall include the following information: key personnel; firm experience with intersection design; landscaping; geotechnical evaluations; federal environmental documentation and permitting; storm drainage design; structural retaining walls and irrigation canals; and public Involvement.; familiarity with the City of West Richland and/or other similar municipalities; and past performance/references. Please submit four (4) copies of the Statement of Qualifications.

Letter of Interest and Statement of Qualification shall be received at the City of West Richland’s Municipal Services Facility, 3100 Belmont Blvd., West Richland, WA 99353, no later than 3:00 p.m., Wednesday, May 25, 2022.
