General Notice
The City of White Salmon, Washington (Owner) is requesting bids for the construction of the
Transmission Main Replacement Phase IIA - 2025 project. The Work for this Contract includes the
installation of approximately 10,300 linear feet (LF) of 20-inch diameter restrained ductile iron pipe
(Contractor- and Owner-furnished); 1,240 LF of 4-, 6-, and 8-inch diameter pipe; 4,200 LF of 1- and
2-inch diameter pipe; valves, fire hydrants, and appurtenances; three pressure reducing valve vaults;
restoration of asphalt concrete pavement and other surfaces; and other miscellaneous Work required to
complete the Project as shown on the Drawings and specified herein. The Owner has pre-purchased
approximately 6,700 LF of 20-inch diameter pipe and some fittings to facilitate construction in 2025. The
pipe and fittings are scheduled to be delivered to the Owner in June 2025.

All Work shall be substantially completed by November 16, 2026, and all Work completed and ready for
final payment by December 16, 2026.
All Work performed on this Project will be subject to the Washington State Prevailing Wage Rates for
Public Works Projects, EEO, Washington State Contracting Laws, etc. All Contractors participating in the
Work must be licensed in the State of Washington to conduct business. This Project is being funded in
part through the Washington State Public Works Board program with state funds. This Project includes a
15 percent Apprentice Utilization Requirement.

Bids for the construction of the Project will be received by the Owner at City Hall, 100 N. Main Avenue,
White Salmon, Washington, until July 17, 2025, at 2:00 p.m. local time. At that time the Bids received
will be publicly opened and read.

may examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours
of 8:00 a.m. and 5:00 p.m. or at the locations listed below.

Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding
Documents are obtained from a plan room or source other than the designated website in either
electronic or paper format. The designated website will be updated periodically with addenda and other
information relevant to submitting a Bid for the Project. All official notifications, addenda, and other
Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer
will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than
the designated website.

A pre-bid conference for the Project will be held on July 10, 2025, at 11:00 a.m. at City Council
chambers, 119 N.E. Church Avenue, White Salmon, Washington 98672. Attendance at the pre-bid
conference is highly encouraged, but not required, as some portions of the Work are on private property
that may not be accessible at other times.
