Notice is hereby given that "Statements of Qualifications" will be received by the City of Everett until August 6, 2025 for traffic data collection related to the Citywide Systemic Pedestrian and Bicyclist Data Collection Project, located in Everett, Washington.
PROJECT OVERVIEW
Collect pedestrian, bicyclist, and vehicle turning movement data.
Collect pedestrian, bicyclist and vehicle turning movement count data for sites shown in Attachment A. Data to be used to update the agency’s systemic safety analysis.
The project is expected to start Summer 2025 and end Summer 2026.
Conditions of the Agreement
This project has a mandatory 16% Disadvantaged Business Enterprises (DBE) goal for the Consulting Agreement. A DBE list can be obtained at the following link: https://omwbe.wa.gov
The agreement will be project-specific, and the method of payment will be a negotiated hourly rate.
Federally funded projects will be required to meet federal Equal Employment Opportunity (EEO) requirements. Please note that federal funds will be used for this project.

Selection Criteria
Statements of Qualifications will be the basis for determining which consultant will be selected either directly from SOQs or for interviews from the SOQs review. The City will evaluate Statements of Qualifications using the following criteria (100 points maximum)
Qualifications/Expertise of Proposed Project Manager (25 points)
The City desires an experienced project manager capable of providing direction and oversight for Traffic Data Collection. Describe the proposed project manager's prior experience managing a systematic collection of nonmotorized and vehicle count data.
Demonstrate the project manager's familiarity with relevant state (WSDOT) and federal (FHWA) regulations and procedures, and the ability to manage all of the following within a project:
Project schedule
Scaling the team to the project
Multijurisdictional coordination
Multidisciplinary coordination
Familiarity with Local Agency led projects
Changes that arise throughout the life of the project
(Please note: If his or her team is shortlisted, the project manager in the Letter of Interest will be required to represent the project at the subsequent interview. Also, if selected for this project, the City will require that the interviewed project manager remain as the day-to-day contact for this project throughout the duration of the contract, unless a suitable replacement is approved by the City.)
Qualifications/Expertise of Proposed Project Team (25 points)
Describe the relevant, recent experience of your proposed team members relating to the project at hand.
Include the team's experience with vehicle and nonmotorized count collection, prioritization of various count locations, peak hour selection, and time of year considerations.
Project Work Plan and Schedule (30 points)
Describe your proposed work plan elements for this project, including assumptions and the decision making process. Identify key issues and critical milestones for the project, project risks and how they can be managed, and how the work plan incorporates least cost solutions.
Explain how the project manager will maintain communication between the City contact(s), other project team members, including subconsultants, and various involved stakeholders. Describe what techniques or tools the project manager will use to ensure that all project team members are completing their tasks as assigned and on schedule, and how the project manager will report this information to the City's project manager. Describe the project manager's experience with using MS Project or other project management software.
Explain how the consultant intends to meet the mandatory DBE goal of 16% and provide supporting contact information of the selected DBE.
Consultant References (20 points)
Provide recent letters of recommendation from previous clients for similar projects.
The statements of qualifications shall be limited to twenty (20) single-sided, 8 ½" x 11" pages. Six (6) additional sheets will be allowed for letters of recommendation from previous clients. No additional information or pamphlets will be considered by the selection committee.
