Clean Skies PNW - Sustainable Aviation Flight Plan

ORGANIZATION BACKGROUND

AFA is the State's trade association for aerospace companies and communities in Washington. Founded as a 501(c)6 non-profit in 2006, AFA's mission is to advocate for Washington state's aerospace industry and help member companies connect and grow. Our vision is for Washington state to be the recognized center of aerospace excellence around the world and for our aerospace industry to get stronger every year.

AFA was recently awarded EDA federal funds through a Department of Commerce Innovation Cluster Accelerator (ICAP) program to form the Sustainable Aviation Technologies and Energies (SATE) Cluster. The SATE Cluster will lead the research, development, and deployment of sustainable aviation fuels, electrified aviation, hydrogen-powered aviation, and hybrid technologies.

SCOPE OF WORK

The Clean Skies Pacific Northwest Sustainable Aviation Flight Plan (Flight Plan) will be a comprehensive report that documents the current landscape of all sustainable aviation technologies and energies development and deployment within Washington and the Pacific Northwest. It will examine opportunities for growth in sustainable aviation fuel production and delivery, hydrogen-powered aviation, electric propulsion, and hybrid-electric aviation. The Flight Plan will provide strategic insight into the opportunities and challenges of expanding the SATE industry in the region. Key components will include:

  • Market Segment Analysis of sustainable aviation fuels, electrified aviation, and hydrogen-powered aviation within the State of Washington(Due October 31, 2022)
  • Supply Chain Analysis of regional resources including, but not limited to availability, carbon intensity, infrastructure needs, and viability. (Due January 16th, 2023)
  • Washington Industry Strengths, Weaknesses, Opportunities, and Threats (SWOT) Analysis (Due January 16th, 2023)
  • Challenges and Opportunities (Due January 16th, 2023)
  • Clear milestones, timeline, and project strategy for decarbonizing aviation by 2050. The Flight Plan will establish a set of near-term, mid-term, and long-term goals broken by sector: sustainable aviation fuels, electric and hybrid-electric aviation, and hydrogen-powered aviation (Due March 13th, 2023)
  • State and Federal Legislative Policy Recommendations (Due March 13th, 2023)
    • Facilities Siting/Permitting
    • Monetary/adoption incentives
    • Infrastructure Investment
  • Comprehensive workforce plan, including but not limited to certification and degree requirements, career path profiles, challenges, opportunities, and recommendations (Due March 13th, 2023)

FINAL REPORT DUE DATE

June 5, 2023

ESTIMATED BUDGET

The SATE Cluster has allocated $30,000 for this project through September 30, 2023.
