Notice is hereby given that electronic sealed bids will be received via Virtual Bid at www.virtual-bid.com/bids-search/01jgph221vqbkq765z8t45a8gv, up until 2:30 PM, Tuesday, December 16, 2025 and then publicly opened and tabulated for the Cloney Park Playground project.  The project includes demolition of existing site structures, grading, utilities, playground equipment, site furnishings, playground surfacing, parking lot, concrete sidewalk, ADA ramps, lighting, picnic pavilion, traffic control, and any other incidental work necessary to complete the specified work in accordance with the contract plans, contract provisions and the standard specifications.

Bidders must register as a bidder on Virtual Bid. To submit an electronic bid, request access to the open bid. Once approved, the bid will be added to your company’s bids, where you can view and complete your submission.

It is the sole responsibility of the Bidder to learn of Addenda, if any. Such information may be obtained via Virtual Bid, www.virtual-bid.com/bids-search/01jgph221vqbkq765z8t45a8gv. The City of Longview accepts no responsibility or liability and will provide no accommodation to bidders who fail to check for addenda and submit inadequate or incorrect responses.

 

All work performed on this project will be subject to the higher of the Washington State or Federal Davis Bacon prevailing wage rates.

 

Contractor shall comply with the Davis-Bacon Act and the Copeland “Anti-Kickback” Act 40 U.S.C § 3145 as supplemented by Department of Labor Regulations 29 CFR part 3, prevailing wage protections apply to laborers and mechanics employed on federally assisted construction, alteration, or repair  projects.   

 

Cash, cashier’s check, certified check, and/or bid bond in an amount equal to at least 5% of the total bid price shall accompany all bids. Electronic bid bonds in the form of a PDF will be accepted through Virtual Bid. Cash, cashier’s check, and certified check shall be submitted in person by the bid submittal deadline to City of Longview, City Manager’s Office, City Hall.

 

The City of Longview in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.  The City of Longview is an Equal Opportunity and Affirmative Action Employer.  Small, Minority and Women-owned firms are encouraged to submit bids. 

 

Two pre-bid conferences will be held at the site located on 2840 Douglas St, Longview, WA on December 2, 2025, at 11 a.m. local time and December 4, at 1 p.m. local time. Attendance at one of the pre-bid conferences is strongly encouraged but not required in order to submit a Bid.  

 

The successful bidder will be required to comply with all applicable provisions of the "WSDOT Standard Specifications for Road, Bridge, and Municipal Construction" 2025 Edition, City of Longview Standard Contract, Special Provisions, and Special Technical Provisions included in the contract documents.

 

The City Council reserves the right to:  reject any and/or all bids; accept the bid deemed in the best interest of the City; waive any informalities in the bidding; delay the award of the bid until a regular Council meeting.

 

Any bid bond securities delivered to City shall be sealed with the outside of the envelope boldly marked to indicate that it contains bid bond securities, the bid opening date, and the specific project involved.

 

All contractors must be licensed in the State of Washington to conduct business.

 

This project is assisted by a RCFB Land and Water Conservation federal grant in the amount of $2,000,000, which is 47.93% of the total project cost. Other sources of funding are in the amount of $2,170,640 or 52.07% of the total project cost.
