CNS DOCK CREW SERVICES

PEND OREILLE PUBLIC UTILITY DISTRICT

Public Utility District No. 1 of Pend Oreille County (the District), is seeking bids for a contractor to provide fiber optic dock crew services.

Purpose

The purpose of the bid is to obtain a qualified contractor to provide dock crew services for the District’s fiber optic Community Network System (CNS). Work will be performed on District owned facilities within the District’s service territory throughout Pend Oreille County. The work will be performed under the direction of the CNS Supervisor or other designated District personnel. The work will be done under a written contract in a form acceptable to District. The District shall be the exclusive judge of all bids and reserves the right to accept or reject any bid proposal based upon its own criteria and sole judgment.

Scope of Work

The District is seeking bids for a dock crew to construct overhead and underground fiber optic customer service drop installs at the direction of the District. Underground work could include the following: placing riser conduit; plowing/trenching conduit; pipe push/bores; setting hand holes; pulling/pushing/blowing fiber optic drop cable in conduit; and connecting drop cable to FlexNAP port at pole or in hand hole. Overhead work could include the following: placing overhead strand messenger; placing overhead service drop cable; setting anchors/down-guy; attaching drop wire to customer premise; and routing cable to service location.

The District estimates issuing approximately 30-60 different job packets in a variety of length/size/complexity. On average a typical job will consists of the following: Riser -1, Plow Conduit - 225ft, Pull/Blow Fiber Drop - 225ft, Set hand hole – 1. Job packets will be released approximately 1-week ahead of scheduling the work based on the number of jobs anticipated to be completed during that upcoming week.

The District will provide all necessary conduit, hand holes, and fiber optic cable. Selected Contactor to supply all other associated materials and equipment.

All bidding documents can be viewed and/or downloaded through the District’s online contracting portal, ProcureWare, at https://popud.procureware.com. In order to be eligible to bid and ensure notification of addenda/clarifications, bidders must be registered and pre-qualified through ProcureWare.

It is the intention of the District to have the selected contractor begin work on or around August 16, 2021 and complete work on or around October 29, 2021.

Bid Requirements

Each bid must be accompanied by the completed bid proposal form which includes a unit pricing matrix.

The State of Washington prevailing wage rates are applicable for this contract located in Pend Oreille County. Bidders are responsible to verify and use the most recent prevailing wage rates. The applicable prevailing wage rates may be found on the Department of Labor and Industries website located at: https://fortress.wa.gov/lni/wagelookup/prvWagelookup.aspx

All contractors must comply with State of Washington and CDC Guidelines with respect to COVID-19.

Bid Submittals
• Bids must be submitted using ProcureWare, the Districts online contracting portal, at popud.procureware.com no later than May 24, 2021 at 4:00 p.m. PST. Submittals received after the above date and time for any reason will not be considered.
• Questions related to this submittal must be submitted by way of ProcureWare no later than May 18, 2021 at 1:00 p.m. PST. Responses to these questions will be made available to all bidders via ProcureWare.

The District reserves the right to cancel this bid at any time, or issue amendments or corrections. The District reserves the right to award this contract, or to not award this contract.
