Contract description: The Washington State Traffic Safety Commission (WTSC) is issuing this Competitive Solicitation pursuant to RCW 39.26. Pursuant to this Competitive Solicitation, WTSC intends to conduct a competitive procurement to award up to two Agency Contracts for Statewide Law Enforcement Liaison (LEL) services. One contract will provide High Visibility Enforcement (HVE) Activity Oversight and the other will provide Law Enforcement Liaison Program Oversight (“LEL Services”).
The contracts developed through this procurement will support WTSC’s law enforcement liaison and high visibility enforcement programs. The contract services will be separated into two categories resulting in two contracts. Bidders may bid on either, or both categories:
- High Visibility Enforcement Activity Oversight – The selected contractor will monitor and review enforcement activity logs in WTSC’s online system, Washington Enterprise Management System (WEMS). This contractor will identify activities that require further review/information, and lead recognition efforts for outstanding activity. In addition, this contractor will ensure that all WTSC regions have high visibility enforcement plans and will review program-wide performance.
- Law Enforcement Liaison Program Oversight – The selected contractor will provide oversight to the law enforcement liaison program. This contractor will lead a team of law enforcement officers who act as a local LELs in building traffic safety support at the regional level. In addition, this contractor will also lead efforts to provide specialized traffic safety training to law enforcement officers throughout the state.
