Concrete Floor Resurfacing and Finishing

Brigid Collins Family Support Center is soliciting bids from qualified contractors for the following services:

  1. Concrete Surface Preparation

    • Mechanically grind down existing concrete floor surface to remove imperfections, old adhesive, and surface contaminants.

    • Smooth and level surface to meet manufacturer specifications for epoxy flooring systems.

  2. Epoxy Coating Installation

    • Apply manufacturer-approved epoxy primer and topcoat system.

    • Ensure full coverage and even finish with slip-resistant additive.

    • Allow for curing time and protect from dust, debris, and moisture during installation.

Contractor is responsible for:

  • Providing all materials, tools, and labor.

  • Protecting adjacent finishes, walls, and fixtures.

  • Maintaining a clean and safe worksite.

  • Complying with all applicable building codes, safety standards, and federal labor requirements.

Davis–Bacon Act Wage Requirements

This project is subject to the Davis–Bacon Act and related labor standards provisions.

  • Contractors and all subcontractors must pay laborers and mechanics no less than the prevailing wage rates for corresponding work classifications as determined by the U.S. Department of Labor for Whatcom County, Washington.

  • Certified payroll records must be submitted weekly to the project owner or their designated representative.

Note: Under Executive Order 14026, contractors must pay no less than $17.75/hr or the above listed Davis–Bacon rate, whichever is higher.

Project Timeline

  • Anticipated Start Date: October 2025

  • Substantial Completion: November 2025

Eligibility

  • Bidders must be licensed, bonded, and insured in the State of Washington.

  • Preference will be given to certified Women-Owned, Minority-Owned, and Small Businesses registered with OMWBE.

  • Experience working on projects requiring Davis–Bacon compliance is preferred.

  • Bidders must have experience with industrial-grade epoxy floor systems.

Bid Submission Instructions

Please submit your proposal including:

  • Company name, contact information, and OMWBE certification status.

  • Detailed cost estimate (labor, materials, and any other charges) reflecting Davis–Bacon wage rates.

  • Proposed project schedule.

  • List of at least two relevant past projects with references.

  • Statement confirming compliance with Davis–Bacon wage and reporting requirements.

The Washington State OMWBE and Brigid Collins Family Support Center reserve the right to reject any and all bids and to waive informalities or irregularities in the bidding process.

Bid Opening Date & Location: Final Bids will be opened at 1231 N Garden St. Bellingham, WA 98225 on Wednesday, September 10, 2025, at 10:00 am (PST).
