SUBMITTAL OF SEALED BIDS: Notice is hereby given that the City of Covington will receive sealed bids through August 24, 2021, at 10:00 a.m. at City Hall at 16720 SE 271st St., Suite 100, Covington, Washington 98042. Proposals received after said date and time will not be considered. All timely bids will be opened and read publicly aloud over video conferencing on a Zoom conference call. In compliance with state legislative and executive actions responding to the COVID-19 emergency, this bid opening will be held in a hybrid format with in-person, telephonic, and virtual options for public viewing. Unvaccinated individuals must wear face coverings and practice social distancing from non-household members. The City will provide the link to the public bid opening at https://www.covingtonwa.gov/rfp.php. Opening and reading of the bids will occur at 10:05 a.m. on August 24, 2021.
This project shall consist of: furnishing all labor, tools, materials, and equipment necessary for construction of the SR 516 – Jenkins Creek to 185th Place SE Project. Specific work includes, but is not limited to, the installation of a 4-lane bridge, ITS improvements, roadway lighting, roadway grading, stormwater drainage, islands, curb and gutter, pedestrian facilities, ADA curb ramps, walls, channelization, signing, stream improvements, utilities, landscaping, and other work as shown in the Plans.
The estimated cost of this project, for all bid schedules, is in the range of $12,000,000 to $13,000000. The City anticipates awarding this project to the successful bidder and intends to give Notice to Proceed as soon as the Contract and all required documents are executed in full. Regardless of the date of award or Notice to Proceed, the Contractor must complete all work within 520 working days.

It is recommended that Bidders “Register” in order to receive automatic e-mail notification of future addenda and to place themselves on the “Bidders List.” Bidders that do not register will need to periodically check on-line for addenda issued on this project. QUESTIONS: Any questions must be directed to Bob Lindskov, City Engineer, by email at email@example.com, or by letter addressed to same. Questions must be received by the City no later than 5:00 p.m. five business days preceding the bid opening to allow a written reply to reach all prospective Bidders before the submission of bids.
OTHER PROVISIONS: All bids and this Project shall be governed by the Contract, as defined by the Washington State Department of Transportation Standard Specifications for Road, Bridge, and Municipal Construction 2020 (Standard Specifications), unless otherwise noted, which is incorporated by this reference as though set forth in full.
All bid proposals shall be in accordance with the Contract and all bid proposals shall be accompanied by a bid deposit or bond in the amount required in the Contract. Forfeiture of the proposal bond or deposit to the City shall be in accordance with the Contract.
The City, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49 C.F.R., Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award. The City encourages minority and women-owned firms to submit bids consistent with the City’s policy to ensure that such firms are afforded the maximum practicable opportunity to compete for and obtain public contracts.
The City of Covington reserves the right to reject any and all bids, waive any informalities or minor irregularities in the bidding, and determine which bid or bidder meets the criteria set forth in the bid documents.
