CITY OF ENUMCLAW NOTICE TO CONSULTANTS FOR
FOOTHILLS/BATTERSBY TRAILS PROJECT
The City of Enumclaw solicits interest from consulting firms with experience in federally funded projects and with expertise in survey, civil design and contracting, environmental and permitting, right-of-way acquisition, and construction management. This agreement will be for up to 24 months in duration with the option for the City to extend it for additional time and money if necessary. The City reserves the right to amend terms of this “Request for Qualifications” (RFQ), to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. This project is 100% federally funded under state STIP project ENM-06 and has an obligation deadline of September 30, 2019.
Project Description
The work to be performed by the consultant consists of preparing engineering design and construction documents for the construction of a shared use asphalt trail along two segments in Enumclaw - Enumclaw Foothills Trail: Battersby to McHugh and Battersby Trail: Garrett to Farman. The scope includes signage, drainage, landscaping, and right-of-way acquisition for a portion of alignment. This project has a zero UDBE goal. The major features of the project are as follows:
Preparation of design plans, specifications, and cost estimate to be used in bidding the project for construction.
Environmental documentation and preparation of permit applications.
Determination of R/W needs and R/W plan preparation.
Preparation of documentation required by the federal process for advancing the project to construction
Construction management services if requested by the City by subsequent contract amendment
Evaluation Criteria and Award
Submittals will be evaluated and ranked based on the following criteria:
Qualification of Proposed Project Manager
Qualifications/Expertise of Firm
Ability to meet schedule
Approach to project
Familiarity with WSDOT/FHWA standards
Submittals will be reviewed and ranked by a City staff selection team. The intent is to present a negotiated contract with the selected consultant to the City Council for approval at their September 10 meeting. The selected consultant shall provide a Small Business Enterprise plan for forwarding to WSDOT prior to commencing work.
Submittal
Submittals shall be limited to 10 pages, plus cover letter and WSDOT Submittal Information Forms, and are to be provided via email in pdf format to swoodbury@ci.enumclaw.wa.us no later than 4:30 pm on August 16, 2018.
