REQUEST FOR PROPOSALS

 

PORT OF COUPEVILLE, COUPEVILLE WHARF PILE REPAIRS

 

PROPOSALS DUE: JULY 6, 2023

 

 

 

OPENING

Sealed cost proposals will be received via U.S. Mail at P.O. Box 128, Greenbank, WA 98253-0130 or at the Port of Coupeville office at 765 Wonn Road, Building E, Jim Davis House, Greenbank, WA 98253 until 2:00 p.m. on Thursday, July 6, 2023, after which they will be publically opened and read aloud.  Proposals received after that time will not be considered and will be returned unopened.

 

PROJECT LOCATION

Coupeville Wharf, 26 Front Street, Coupeville, WA, 98239, Island County

 

SCOPE OF WORK

The Base Bid Work consists of the removal and disposal of approximately 27 deteriorated timber piles, the removal, disposal and replacement of approximately 300 linear feet of timber pile cap, the repair and jacketing of 23 deteriorated timber piles, shimming the tops of ten (10) existing timber piles, and the installation of eight (8) new steel pipe piles with bolted connections to the pile cap caps.  The work also includes the supply and installation of steel hold-downs and splice plates required for the pile cap replacement and pile repairs.  Additive Work may include additional pile cap replacement and additional pile repairs with jackets.

 

PROJECT COMPLETION AND WORK WINDOW

All Work must be complete prior to December 31, 2023 and all in-water work must be performed after September 15, 2023.  It is the Port of Coupeville’s intention for the Contractor to order the replacement pile cap and pile repair materials, along with the steel pipe piles, as soon as practical so that expiring grant funds can be utilized.

 

The fuel float must remain operational throughout the project and may not be shut down for more than four (4) consecutive calendar days.  The proposed shut-down days must be scheduled with the Port of Coupeville no later than September 1, 2023.

 

FUNDS

The project is fully funded by the Port of Coupeville.  For informational purposes, the total project cost is estimated to be between $775,000 and $930,000.  Award of the Contract shall be based on the lowest, responsive proposal received from qualified bidders, at the Port of Coupeville’s sole discretion, and the available budget.

PRE-PROPOSAL MEETING

A non-mandatory pre-proposal meeting is scheduled for Thursday, June 15, 2023 at 10:00 am at the Coupeville Wharf, 26 Front Street in Coupeville

 

PRE-PROPOSAL QUESTIONS

All Pre-Proposal questions and requests for clarification must be in writing and sent via e-mail to Mr. Kelly LaFave at KDLaFave@msn.com.  Responses to questions will be issued via addenda and forwarded to all registered plans holders via e-mail.

 

PROPOSAL SECURITY

All proposals shall be accompanied by a certified check, cashier’s check, postal money order or Bid Bond made payable to the Port of Coupeville in an amount of not less than five percent (5%) of the amount of such Proposal.  The check or Bid Bond shall be given as a guarantee that the proposer shall execute such contract as may be awarded to it in conformity with its proposal and with the contract documents, and shall provide surety bonds and proof of insurance as required by the contract documents, within ten (10) calendar days after notification of the award of contract.

 

AWARD OF CONTRACT

The Port of Coupeville reserves the right to reject any and all proposals or waive any informality in the bidding and to make the award as deemed to be in the best interest of the Port of Coupeville.  It is the intent of the Port to begin this project as soon as practical and to issue an Intent to Award within 15 days, however, no proposer shall withdraw his or her proposal for a period of thirty (30) days after the date set for the proposal opening.
