Customer Decision Support Solution for Health Plan Recommendations
Washington Health Benefit Exchange (hereafter called WAHBE) is initiating this Request for Proposals to obtain one qualified vendor to successfully fulfill WAHBE’s Customer Decision Support Solution (CDSS) needs to support customer shopping for individual market insurance offered through WAHBE’s Washington Healthplanfinder (HPF).
WAHBE issues this RFP under the authority under chapter 43.71 RCW, which established the WAHBE Board, and WAHBE.
WAHBE is seeking a CDSS that will:
• Help customers find the best plan for their health care needs, provider and facility preferences, and budget, including maximizing any financial assistance paying premiums, and health care costs they are eligible for (e.g., APTC, Cascade Care Savings, Cost Sharing Reductions).
• Minimize choice error where customer selects a plan that would lead to a worse financial outcome than other plans available (e.g., low-income customer selecting a bronze plan rather than silver plan that has same provider network and formulary).
• Improve customer experience by increasing ease, confidence and trust in the shopping experience and plan selection.
• Incorporate customer risk aversion/tolerance.
• Increase likelihood that new customers needing coverage will enroll, and returning customers will review and renew plan options during open enrollment.
• Advance health equity by offering a Solution that is culturally and linguistically appropriate for customers of diverse backgrounds and needs to use (limited English proficiency, low health literacy, and customers of all abilities).
