Request for Qualification Data to Furnish Architect and Engineering (A&E) Services
Opportunity Council (OC) of Bellingham and on behalf of the Lummi Nation is requesting qualified A&E firms to submit statements of qualification to perform a scope of work that includes A) perform limited architectural services to include: feasibility assessment for the Eagle Haven Village project located within the boundaries of the Lummi Nation, Whatcom County, WA, B) provide full architectural services for the development of the Eagle Haven project. The project budget, including construction, is approximately $6.3 million, with plans and specifications complete by January 2022. Eagle Haven will be developed by Opportunity Council in conjunction with the Lummi Nation, Lhaq’temish Foundation and Lummi Stepping Stones. The project will be located on the corner of Haxton Way and Smokehouse Road in Whatcom County, The initial design concept includes:
- New utilities and related infrastructure
- 24 cottages each approximately 300sf in size
- Reconstruction of an onsite laundry facility
One or more firms will be selected based upon the following criteria categories, weighted as indicated: qualification of key personnel (2); experience working with Tribe’s and Tribal projects on tribal lands (3); relevant experience as demonstrated on previous projects (2); previous performance (1); expressed interest in the project (1); Indian-owned entities (1) and Washington State Certified Minority Enterprise Participation (0.5).
Firms desiring consideration shall submit a complete qualification package and any other pertinent data to further assist the selection committee in evaluating the firm’s qualification to: adrienne_solenberger@oppco.org. Please include the following in the email subject line EH-RFQ. Qualification packages should be submitted to arrive no later than 4:00 PM on July 8th, 2021. The most highly rated firm will be selected for an interview and negotiation of the professional service contract.
Potential funding sources for this project may include: Washington State Housing Trust Fund (AWARDED), Washington State Community Development Block Grant PPR funds, Whatcom County EDI and 1406 funds as well as private sources. As a result, we anticipate that federal and/or state regulations for prevailing wage and other construction requirements will apply. Additionally, a number of state and federal equal opportunity and affirmative action requirements will apply to the selection process and conduct of the project.
