Contract description: The Washington State Department of Transportation is conducting a competitive solicitation to award a Contract to acquire contracted DBE and MSVWBE Contract Compliance and Strategic Advisement services.

The Washington State Department of Transportation (WSDOT) is issuing this Competitive Solicitation pursuant to RCW 39.26.  Pursuant to this Competitive Solicitation, WSDOT intends to conduct a competitive procurement to award an Agency Contract for WSDOT to purchase WSDOT Mega Projects, approximately $500 million dollars and larger, Federal Highway Administration (FHWA) Disadvantaged Business Enterprise (DBE) and Minority, Small, Veteran & Women’s Business Enterprise (MSVWBE) Contract Compliance and Advancement (“DBE and MSVWBE Contract Compliance and Strategic Advisement").

In the past, WSDOT struggled to meet Federal Highways Administration (FHWA) DBE requirements on one of our mega transportation projects. Additionally, WSDOT is implementing a state funded diversity roadmap to decrease disparities and increase participation of MSVWBEs. To continue our recent success in utilizing DBEs on WSDOT Mega Projects, WSDOT must retain the expertise of a DBE and MWVSBE Compliance Consultant experienced in the various aspects involved in monitoring contract compliance on multiple ongoing mega- projects. The Consultant will assist the agency in engaging the DBE and MWVSBE community and increasing utilization rates on WSDOT projects. The Consultant will enable WSDOT to continue utilizing national best practices developed to ensure DBE and MWVSBE program compliance on all mega-projects. WSDOT has numerous federal-aid and state-funded mega-projects for which compliance, monitoring, oversight, and strategic advisement is necessary for WSDOT to meet federal requirements on FHWA-funded transportation projects and state requirements on all state-funded transportation projects.

DBE and MSVWBE Contract Compliance and Strategic Advisement

The scope of services shall include the following:

  1. The Consultant shall develop and assist Mega-projects with implementing national best practice compliance mechanisms through contract language and specialized training.
  2. The Consultant shall serve as a liaison to the small business community and participate in community engagement efforts on behalf of the STATE concerning DBE/MSVWBE participation on assigned projects.
  3. The Consultant shall serve as a change agent to the STATE and the prime contractor community by ensuring that both the DBE/MSVWBE programs' intent and goals are met on the projects.
  4. The Consultant shall work to enhance relationships with DBEs/MSVWBEs, community organizations, Contractors, and others involved in assigned projects.
  5. The Consultant shall maintain continuous contact and coordinate communications with the STATE and project staff, contractors/suppliers, key stakeholders, elected officials, and community organizations.
