Intensive Group Receiving Care

 

The State of Washington, Department of Children, Youth, and Families (DCYF) intends to post an RFA for two (2) Intensive Group Receiving Care Program Contracts.

 

This Competitive Solicitation is issued in order to assist the Washington State Department of Children, Youth & Families (DCYF) in seeking qualified Contractors to provide Intensive Group Receiving Care in King County or surrounding area as well as in Cowlitz County or surrounding area.  Two (2) separate contracts will be awarded from this Competitive Solicitation.  Specifically, Contractors will provide the following:

 

Intensive Group Receiving Care, (IGRC), will support young people with high support needs who need short term emergent placement.  These young people may not be able to have their needs met in other emergent placement programs.   The program by design is limited in capacity to allow the contractor to identify and meet the individual needs of the young person they are serving.  The inclusion of case management and a lower staff-to-child ratio allows for more direct therapeutic care to be offered.  IGRC contractors will provide and support stabilization while working to transition plan with the youth towards reunification or placement in a long-term placement option.

 

Responders must meet the following minimum qualifications:

Responders must:

  1. Must be licensed to do business in the State of Washington or provide a commitment that it will become licensed in Washington within thirty (30) days of being selected as the Apparent Successful Bidder (ASB).

 

  1. Bidder confirms they are either currently licensed with DCYF as a Group Care Facility in the State of Washington or is committed to applying for a DCYF Group Care Facility license within 90 days of being announced as the Apparently Successful Bidder (ASB).

 

  1. Provide service in King, Snohomish, Pierce, Cowlitz, Thurston or Lewis County.

 

The RFA will be issued on or about November 7th, 2025, and responses will be due December 11th, 2025.  On the date indicated, DCYF shall post the RFA, Sample Contract, and any attachments and amendments relating to the RFA, on Washington’s Electronic Business Solutions (WEBS). WEBS can be accessed at: https://fortress.wa.gov/ga/webs/.

All Responders must register as a vendor on WEBS, using an appropriate commodities code listed in the RFA, and must download the RFA and any attachments from WEBS. This should be done as soon as possible in order for responder to receive notifications automatically generated on WEBS. (See instructions on 2nd page).

952-95 - Youth Care Services

Registering in WEBS

Overview: To download this Request for Intensive Group Receiving Care (RFA) and associated materials you will need to create an account on The Washington Electronic Business Solution, also known as WEBS. The process should take only a few minutes.  

 

Below are the steps you can follow to create an account and to resolve any challenges you encounter while you register. Once the account is activated, you can log in to WEBS and set up notifications for relevant contracting opportunities. You can also use WEBS to search for current and past procurement opportunities as well as view the status of their bids or proposals.  

 

Steps:  

 

  1. The website to register can be found by clicking this link: WEBS (wa.gov) 
  2. Once you have accessed the website, click on the Register button. It should be located on the right side of the email and password boxes on the home screen of the registration page.  
  3. Once you begin filling out your Registration Form, you will be asked to enter the required information.  
  4. In the “Commodity Codes” section, please select any codes that are relevant to your areas of interest but, for this RFA, you must select one of the codes listed above. 
  5. In the “Business Classification” section, select “x” as the business classification if you are x.
  6. After reviewing your information, click “Submit.” 
  7. After submitting the registration, the point of contact will receive an email with instructions for activating your account.
