REQUEST FOR BIDS
Deschutes Valley Trail Segment A1

SUBMITTAL OF SEALED BIDS:
Notice is hereby given that sealed bids will be received by the City Clerk at Tumwater City Hall, 555 Israel Road SW, Tumwater, Washington until 10:00 a.m., Friday, March 20, 2020, for the Deschutes Valley Trail Segment A1 Project. Bid proposals will be received only at the office of the City Clerk. Proposals received after the time fixed for opening will not be considered.

BID OPENING:
All bids will be opened and publicly read aloud at 10:00 a.m., Friday, March 20, 2020, at Tumwater City Hall, 555 Israel Road SW, Tumwater, Washington, for this request for bids.

DESCRIPTION OF WORK:
The work to be performed will include the furnishing of all labor, materials, services, equipment and incidentals necessary to complete the project including construction of a shared use path consisting of approximately 1,400 tons of crushed surfacing, 400 tons of hot mix asphalt, 1,150 square feet of rock wall, 2,930 square feet of retaining wall, information kiosk, clean-up and other work; all in accordance with the Contract Documents.

Cost estimate range: $1,500,000 to $2,000,000

Bid Documents may be downloaded, printed in-house or ordered from selected reprographic companies using the on-line print ordering system. Bidders are encouraged to “Register as a Bidder” on the website in order to receive automatic email notifications of changes or addenda to the Bid Documents.
All bid proposals shall be in accordance with the contract documents which may be obtained through Builders Exchange of Washington. Any questions regarding work description or the explanation or interpretation of the bid documents must be directed to Brandon Hicks, City Engineer, in writing at 555 Israel Road SW, Tumwater, WA 98501 or via email at bhicks@ci.tumwater.wa.us a minimum of 48 hours prior to bid opening.

RESERVATION OF RIGHTS:
The City of Tumwater reserves the right to reject any or all bids and/or any portion of any bid, and to waive any informalities or irregularities in the bid or in the bidding, and determine which bid or bidder meets the criteria set forth in the bid documents. The City shall reserve the right to reject single items or combinations of bid items.

No bidder may withdraw their proposal after the hour set for the opening thereof, or before award of contract, unless said award is delayed for a period exceeding thirty (30) days.

NOTICE TO BIDDERS – TITLE VI
The City of Tumwater in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 USC 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-Assisted Programs of the Department
of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26
will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.

UNDERUTILIZED DISADVANTAGED ENTERPRISE GOAL (UDBE):
A goal of 9% has been established for this project.

TRAINING GOAL:
A training goal of 400 hours has been established for this project.

PRE-BID MEETING:
A voluntary pre-bid site walk-through meeting will be held on March 10, 2020, 10:00 a.m. Use the Brewery Park at Tumwater Falls parking lot or street parking along Deschutes Way. City staff will begin the site walk-through at 10:00 a.m. starting at the northwest corner of the park restroom building located at 110 Deschutes Way, Tumwater, WA 98501. The walk-through will be approximately along the alignment of the trail. The existing topography is undulating, rough, and often steep; it is not possible to provide ADA accessible provisions for the walk-through.
