PROJECT DESCRIPTION: The Department of Health, hereafter called “DOH,” issues this RFQQ (#: DOH24_015C) to Tribal Governments and/or Tribal Organizations interested in providing professional quality conference, meeting, workshop, seminar or similar event planning, coordination, and management services.

Objective

The purpose of this RFQQ (#: DOH24_015C) is to contract with a tribal entity (see Section A. Eligible Bidders / Minimum Qualifications below) to plan and conduct the annual Tribal Public Health Emergency Preparedness and Response Conference, at a tribally owned facility in Washington, Oregon, or Idaho, during the first or second quarter of calendar year 2024, partnering with the Oregon Health Authority and the Washington State Department of Health (DOH) Office of Resiliency and Health Security (ORHS) to provide information and share best practices for tribal health entities, leaders, and public health emergency preparedness representatives.

BIDDER ELIGIBILITY: The Washington State Department of Health is seeking qualified contractor(s) who meet the following:

Eligible Bidders/Minimum Qualifications:

You may submit a bid if your organization meets any of the following Organization Characteristics and Minimum Qualifications:

 

Organization Characteristics:

  • Indian/Native American Tribal Government (Federally Recognized)
  • Indian/Native American Tribally Designated Organization
  • Indian/Native American Tribal Government (Other than Federally Recognized)
  • Have a minimum of three years’ experience in all areas of Tribal conference/event planning and implementation, financial management, and executing successful conferences.

Minimum Qualifications:

  • Certification/Licensure Requirements – Must be licensed to do business in the State of Washington or become licensed prior to the execution of an awarded contract with the State.
  • Financial Stability and Size Requirements – Bidder must submit documentation showing proof of Financial Stability and Size Requirements.
  • Staff and Staff Qualification Requirements – See Section A., 2. Qualifications, B. Staffing below.
  • Service Location Requirements
    1. Located within Washington State or a bordering state.
    2. Ability to travel across Washington State.

PERIOD OF PERFORMANCE: The estimated initial period of performance of any contract(s) resulting from this RFQQ (#: DOH24_015C) shall be January 01, 2024 through June 30, 2024. Amendments extending the period of performance, if any, shall be at the sole discretion of DOH – See Section A. Funding and Period of Performance, page 9 for additional information.

AVAILABILITY OF DOCUMENTS: The RFQQ (#: DOH24_015C), along with any amendments and bid results will be available only through Washington’s Electronic Business Solution (WEBS). All interested Bidders must be registered with WEBS under the following commodity codes in order to receive automatic notifications:
