DRILLING WELL NO. 1
Sealed Proposals will be received by the undersigned at the office of the Engineer, Gray & Osborne, Inc., 180 Iron Horse Court, Yakima, Washington 98901, up to 11:00 A.M.; local time on Thursday, June 27, 2019, for furnishing the necessary labor, materials, equipment, tools, and guarantees thereof to construct Drilling Well No. 1.
The work consists of furnishing all labor, materials, and equipment necessary for the Drilling Well No.1. Work shall include, but not be limited to, the following:
- Drill and set a 16-inch diameter steel conductor casing down to about 50 feet bgs.
- Drill a 16-inch diameter hole down to about 500 feet bgs.
- Install and set a 12-inch diameter steel surface seal casing down to about 500 feet bgs.
- Drill nominal 12-inch diameter borehole from 500 to 800 feet bgs.
- Conduct well development and test pumping of well.
The Work shall be substantially complete within 80 working days after the commencement date stated in the Notice to Proceed. All bidding and construction is to be performed in compliance with the Contract Provisions and Contract Plans for this project and any addenda issued thereto that are on file at the office of Gray & Osborne, Inc.
The Proposals will be publicly opened and read aloud shortly after the time and date stated above. Proposals are to be submitted only on the form provided with the Bid Documents. All Proposals must be accompanied by a certified check, postal money order, cashiers check, or Proposal bond payable to the “Plymouth Water District” and in an amount of not less than five percent (5%) of the total Proposal amount.

All work on the project shall be subject to the higher of the State or Federal wage rates. Where federal wage rates apply, the successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and subcontractors performing on contracts in excess of $2,000.00 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, as determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area.
Financing of the Project has been provided in part by the Plymouth Water District and the Washington State Community Development Block Grant program with federal funds from the U.S. Department of Housing and Urban Development. Neither the State of Washington nor any of its departments or employees are, or shall be, a party to this Contract or any subcontract resulting from this solicitation for bids.
