E. Viola Ave Water System Improvements, Yakima WA

The City of Yakima invites separate sealed BIDS for the construction of the

E. VIOLA AVE. WATER SYSTEM IMPROVEMENTS,
City of Yakima Project No. AC2503, HLA Project No. 20147

including the following approximate major quantities of work:

Install 4,590 LF 12-Inch and 8-Inch diameter ductile iron water main, valves, water services, HMA surfacing, and related work.

This contract has sixty (60) working days to complete the work.

Bids will be received by the City Clerk at City Hall, 129 N. 2nd Street, Yakima, WA 98901, until 11:00 a.m.,
April 30, 2021, and then shortly thereafter will be publicly opened and read aloud at the City Council Chambers.

Due to the Governor’s COVID-19 stay home-stay safe order and restricted access to City Hall, hand delivered bids must be deposited in the City of Yakima Utility Services locked drop box located outside the front entrance to City Hall on 2nd Street. At the time of bid opening, City of Yakima staff will open the locked box to retrieve any hand-delivered bids submitted.

If City Hall is closed to employees for business at the time scheduled for opening, for whatever reasons, Bidder’s response will be accepted and opened on the next business day of the City, at the originally scheduled hour.

City of Yakima City Hall is currently closed to the public due to the COVID-19 pandemic and the Governor’s order against public gatherings. Bidders may view the bid opening remotely:

Electronic copies of the CONTRACT DOCUMENTS may be obtained at no cost at the following website: https://www.hlacivil.com/bid/. Physical copies may be obtained at the office of HLA Engineering and Land Surveying, Inc. (HLA), 2803 River Road, Yakima, Washington 98902, (509-966-7000) upon payment of $70.00 for each set, non-refundable. Bidders are encouraged to “Register” on the website in order to receive automatic email notification of future addenda and to be placed on the “Planholders List”. Each bid or proposal must be accompanied by bond or a certified check, payable to the order of the Treasurer of the City of Yakima for the sum of not less than 5% of said bid or proposal and none will be considered unless accompanied by such deposit, to be forfeited to the City of Yakima in the event the successful bidder shall fail or refuse to enter into a Contract with the City for the making and construction of the aforesaid improvement. All bids or proposals must be in writing on the form bound in the Specifications, sealed and filed with the Clerk on or before the day and hour above mentioned.

The City of Yakima, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 USC 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not
be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award. 
This project is funded through the Washington State Public Works Board (PWB) Construction Loan Program. PWB requirements and provisions must be met by general contractors and all subcontractors.

Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin.

The City of Yakima reserves the right to reject any, and all bids and to waive technicalities or irregularities, and after careful consideration of all bids and factors involved, make the award to best serve the interests of the City of Yakima.
