Elevator Inspection, Maintenance, and Repair Unit Price Contract 2024-494 Request for Bids

Bid Due Date:  Sealed bids for this project will be received at the Port of Edmonds Administration Office, 471 Admiral Way, Edmonds, WA  98020 until 11:00 AM (official Port clock time), June 27, 2024. Any bids received after the specified time and date will not be considered. Bids will opened publicly and recorded.

Scope of Work:  The scope of work may include: Provide all labor, materials and equipment necessary to conduct quarterly inspections and maintenance of all Port elevators per specifications. Repairs will be requested as necessary based on unit prices. The buildings are located at 110, 170, 180, 190 W. Dayton, and 471 and 336 Admiral Way, Edmonds, WA  98020.

Pre-Bid Meeting:  A pre-bid meeting is scheduled for June 17, 2024 at 10 a.m. at 471 Admiral Way, Edmonds, WA  98020.  Port staff may not be available for Bidders’ inspections independent of the Pre-Bid Meeting. Attendance is strongly advised to field verify measurements and inspect the job location.

Work Start & Completion Dates:  Work may begin when the Port receives the signed contract, insurance documentation, IRS W-9. The contract will be annually, with options to renew for a total of 4 years.

Prevailing Wages:  Payment of prevailing wages is required for this project. Intent and Affidavit filing fees of $80 total annually will be included in the bid price.

LNI Public Works Training:  ESSHB 1673, RCW 39.04.350, RCW 39.06.020 require that Contractors have completed required LNI public works training prior to bidding. You can check your status – exempted or to needed by visiting LNI website: https://www.lni.wa.gov/licensing-permits/public-works-projects/contractors-employers/contractor-training or checking your status here: https://secure.lni.wa.gov/verify/ Check on your company profile under the heading Public Works Requirements: if it says “Needs to complete training”, this will need to be completed and cleared on the LNI website prior to bidding. Insurance:  Commercial General Liability, Business Auto, Worker’s Comp and Employer’s Liability (Stop Gap) insurance will be required for this project.

Bid Guarantee and Performance & Payment Bonds:  Each bid must be accompanied by a bid guarantee in the amount of five (5) percent of the total base bid plus Washington sales tax, with a bid bond (or a check made payable to the Port of Edmonds- bond encouraged). In addition, the successful Bidder may be asked to provide performance and payment bonds for the full amount of the Contract, as a requirement to enter into a contract for the work, if dollar threshold for reporting is met and is applicable. Retainage Bonds are encouraged as well upon execution of a contract if the annual amount exceeds $35,000.

Right to Reject Bids:  The Port of Edmonds reserves the right to reject any or all bids and to waive any irregularities or informalities.

Advertisement:  Bids shall be solicited from qualified contractors from the MRSC small works roster and advertised in the Everett Herald and OMWBE website.

Obtaining Bid Packages:  Plans, specifications, addenda, and plan holders list for this project will be available on-line June 11, 2024  through Builders Exchange of Washington, Inc. at http://www.bxwa.com by clicking on the following in the order listed:  Posted Projects, Small works projects, Port of Edmonds small works, projects bidding, I agree, and then the project Name “Elevator Maintenance 2024-494“.
