FAMILY CAREGIVER COUNSELING SERVICES

Seeking Qualified Caregiver Counselors to Serve Southwest Washington

  

Summary: This notice represents a formal Request for Qualifications (RFQ) seeking qualified individuals and/or entities to provide Counseling Services to individuals providing care to seniors and adults with disabilities in Clark and Skamania Counties. The initial contract period will be January 1, 2020 through December 31, 2020.  After the initial year, contracts may be renewed annually for an additional two years depending on funding availability and/or contractor performance. 

 

Agency Background: The Area Agency on Aging and Disabilities of Southwest Washington (AAADSW) is designated by the State of Washington as the Area Agency on Aging to serve Clark, Cowlitz, Klickitat, Skamania and Wahkiakum Counties. AAADSW coordinates and supports a comprehensive service delivery system in the region for persons who are 60 years of age or older, persons with disabilities who are 18 years of age or older, and caregivers of aging and/or disabled persons (see AAADSW’s web site at www.HelpingElders.org).

 

RFQ Background: Family caregiver counseling services are provided by highly skilled contractor(s) through AAADSW’s Family Caregiver Support Program. To be qualified, contractors must offer emotional support, mental health interventions and coping strategies to family caregivers referred for services. Counseling services will be short-term and solution focused. This is accomplished by providing counseling to address issues such as depression, stress, anxiety, loss, grief, guilt, difficult family dynamics, anger management and other coping skills that may be experienced by the caregiver.  Applicants must comply with specific program requirements outlined in Washington Administrative Codes WAC 388-106-1200 through WAC 388-106-1220.

 

Applicant Eligibility: This RFQ is for services to be provided to clients in Clark and Skamania Counties only. At a minimum, prospective applicants must:

 

  1. Be a verifiable legal public or private entity, holding a valid Washington State Business License;
  2. Have at least three (3) years of experience providing counseling services described in the RFQ; and
  3. Comply with all applicable local, state, and federal laws, regulations, policies, certifications, and contract requirements.

 

Additional eligibility requirements will be presented in the RFQ. Fiscal and management references, independent financial audits for the past two years, and other screening information will be required.

Organizations that have been debarred, suspended, proposed for debarment, declared ineligible or excluded from participating in a contract by any Federal or Washington State agency will not be considered.

 

Mandatory Requirement to Apply (RFQ Packet): Individuals and/or entities interested in responding to this notice must request a mandatory RFQ Packet, which will detail all aspects of the application process. This requirement can be met by sending a request to AAADSWcontracts@dshs.wa.gov, specifying in the subject heading “FCSP Counseling Services RFQ.” Prospective applicants may also obtain the RFQ Packet by submitting a brief written request for the “FCSP Counseling Services RFQ” to the following address:

Please be sure to include the name of a contact person, an email address or current return mailing address. Once all requests have been received, the RFQ packets will be distributed (expect a delay of seven to ten days to receive a packet through the U.S. Postal Service). Because of our limited staff resources, faxed requests will not be considered, and we are unable to respond to telephone inquiries (opportunities for submitting questions will be described in the RFQ packet).

 

Deadline: Interested individuals and/or entities must request a mandatory RFQ packet by 5:00 P.M., Tuesday, December 24, 2019 in order to be considered (requests received after this deadline will not be considered).
