Family First Community Center Commissioning Services Request for Proposals

 

The City of Renton is seeking commissioning services from qualified firms for the Family First Community Center. The center will be located on property owned by the Renton School District adjacent to the Cascade Elementary School – 16022 116th Ave SE, Renton WA. 98056. The facility will be owned by the City of Renton and operated by the Family First Community Center Foundation established by Doug Baldwin of the Seattle Seahawks. The foundation will provide health and fitness programs to area youth and residents. In addition, HealthPoint CHC will operate a medical, dental and counseling facility and the Renton School District will provide a STEM program for area youth.

Description

The center is anticipated to be approximately 21,000 SF. It will be 1-story, SOG. It is anticipated to be a wood structure with the gym structure either wood or steel. The project is seeking to achieve LEED Silver V4. As such, fundamental commissioning will be a required service. Enhanced commissioning services are requested for option 1, path 1 as a separate optional service.

Schedule

The design is currently approaching the completion of Schematic Design. Design Development is anticipated to be completed by mid-August 2019. Construction Documents are to be completed by December 2019. Bidding is expected to occur Jan/Feb 2020. Award of contract in March, followed by start of construction in April 2020 with a 10-12 month duration.

SYSTEMS TO BE COMMISSIONED

Services will include third party commissioning related to the following systems:

  • Mechanical, including HVAC equipment and controls.
  • Plumbing, including domestic hot water systems, pumps and controls
  • Electrical, including service, distribution, lighting and controls
  • Daylight controls provided for all spaces within daylight zones
  • Building Envelope (by others – see related info under enhanced commissioning)

 

Fundamental Commissioning Scope

Scope of services will include the following tasks for fundamental commissioning:

  • Review the OPR, BOD and project design
  • Conduct Commissioning Design Review prior to mid-construction documents
  • Develop and implement a the commissioning plan

 

Family First Community Center Commissioning Services Request for Proposals

 

  • Review construction documents for incorporation of commissioning requirements.
  • Developed construction checklists and system test procedures
  • Verify system test execution
  • Maintain an issues log throughout the commissioning process and report status to the owner
  • Prepare a final commissioning report
  • Prepare and maintain facilities requirements and operations & maintenance plan
  • Complete LEED On-line templates and upload required documents
  • Respond to LEED comments as necessary

 

Enhanced Commissioning Scope

Provide the following scope to achieve LEED v4 Enhanced commissioning Option 1, Path 1.

  • Review contractor submittals
  • Verify inclusion of systems manual requirements in construction documents
  • Verify inclusion of operator and occupant training requirements in construction documents.
  • Verify systems manual updates and delivery.
  • Verify operator and occupant training delivery and effectiveness.
  • Verify seasonal testing.
  • Review building operations 10 months after substantial completion.
  • Develop an on-going commissioning plan.
  • Update LEED On-Line templates and upload required documents.
  • Respond to LEED comments as necessary

The following envelope commissioning activities (NIC) will be provided by JRS Engineering:

  • Water penetration window testing
  • Window air leakage testing per ASTM E-783
  • Whole building continuous air barrier testing as required by WSEC section C402.4.

 

PROPOSAL REQUIREMENTS

 

Submit proposal no later than:    May 10, 2019 by 4:00 PM

Proposal shall be no more than 15 page, excluding covers and cover letter (which shall be no more than 2 pages). Proposals shall be submitted in electronic pdf format.

 

Proposal shall clearly demonstrate recent experience of the firm to perform the required scope of services as well as that of the specific staff who will be assigned to the project along with respective roles. Provide a draft schedule listing activities, durations and anticipated hours for all tasks thru project completion. Proposals for enhanced commissioning services are requested for option 1, path 1 as a separate optional service fee. Include references from at least 3 projects of similar scope performed within the past 3 years.

 

Agreement shall be with the City of Renton (sample attached). Selected firm shall:

 

  • Obtain a City of Renton Business License
  • Provide required certificate of insurance
  • Assure person signing on behalf of the firm has authority to bind firm to the contractual requirements
