PCL Construction Services, Inc will be submitting a bid as a Prime Contractor. We are Minority and Disadvantaged Contractors to provide services for this construction opportunity. Please advise us by email or fax the bid items you plan to provide a quote on as well as your Minority or Disadvantaged Business status.

The FedEx SEART Project will refurbish a warehouse adjacent to SeaTac Airport and make site improvements around it. The buildings work includes structural/seismic upgrades, steel canopies, roof replacement, roll-up doors, glazing replacement, completely new HVAC and electrical systems, plumbing, fire sprinkler, and interior finishes. The site work includes paving replacement, curbs, site lighting, underground utilities, landscaping, and modifications to the secure fence.

Take care to fully understand what is within the Owner’s scope and what is in the Contractor’s scope. There is also an Owner-Specified subcontractor who will be installing some of the interior finishes. PCL is not yet clear on the limits of the scope and we will update this ITB as information becomes available.

Wages: This project requires Prevailing Wage with certified payroll in addition to PCL’s requirement for all labor claimed by the Carpenters, Laborers, Operators, and Cement Masons to be Union Labor.

Schedule: Pre-construction planning will begin in January 2020; onsite work will begin in March 2020; Substantial Completion to be by October 7, 2020.

Security Badging: Work on the project will likely require FedEx security badging per Exhibit F of the Construction Agreement. Work on and inside the AOA fence as well as utility tie-ins to the Port Telecomm areas will likely require Port badging. Account for these requirements within your proposal.

Tenant Reimbursement [TRA]: This project involves tenant reimbursement from the Port. There are multiple price break-outs required. Award will be based on the total value of the scope and the break-outs are informational only, but if you cannot provide these break-outs your bid may be rejected.

Disadvantaged Business: This project has a Disadvantaged Business Utilization Goal of 10%. Preference will be given to Disadvantaged Businesses, but the Owner and GC will be basing their award on best value and lowest costs.

Other Conditions:
 Bids must be good for 60 days.
 Performance/Payment Bonding will be by PCL.
Deadlines and Dates:

12/06/19 @ 4:00 pm - Owner’s RFI cut-off. RFIs must be received by PCL before 2pm to be reviewed unless you wish to submit directly to the owner. RFIs after this cut-off may not be answered.

12/16/19 @ 9:00 am - Final proposals due from all scopes; PCL will be closing our book at 9am on the 17th; late bids that have not been recapped, including TRA break-outs, by this time will not be accepted. Ignore any deadlines listed in the Owner’s ITB and be aware that GC Proposals must be mailed in hard copy and we have accounted for transit in our timeline.
