FLAT TOP COMMUNITY PARK WELL REPLACEMENT (WELL NO. 2R) PHASE 2 - WELLHOUSE AND TRANSMISSION MAIN

The City of West Richland will receive sealed bids for the FLAT TOP COMMUNITY PARK WELL REPLACEMENT(WELL NO. 2R) PHASE 2 WELL HOUSE AND TRANSMISSION MAIN PROJECT at the Municipal Services Facility, 3100 Belmont Blvd., West Richland, Washington 99353 until Tuesday, May 20, 2025 at 11:00 a.m.

The project provides for the construction of a new wellhouse for municipal drinking water, an air stripping tower and blower for water treatment, demolition of the existing wellhouse, and replacement of existing water transmission main on Collins Road. The new wellhouse is a CMU building with a generator, HVAC, onsite sodium hypochlorite generation equipment, well pump, booster pump, piping, site improvements including grading and paving, appurtenances and other work in accordance with these Contract Plans, Contract Provisions, Technical Specifications and the Standard Specifications.

All bid proposals shall be accompanied by a bid proposal deposit in the form of a surety bond, certified check, or cashier’s check, in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful Bidder fail to enter such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of West Richland.

Only properly executed proposals submitted on the forms furnished by the City of West Richland will be accepted. The City of West Richland reserves the right to reject any or all bids, to waive any informalities, to accept any bid deemed to be responsive in the best interest of the City of West Richland and reserves the right to re-advertise for new proposals.

This project is funded/partially funded through the Washington State Public Works Board program with state funds. PWB requirements and provisions must be met by the general contractor and all subcontractors.

All work performed on this project will be subject to the higher of the state or federal prevailing wage rates.

The project is also funded/partially funded by a Community Grant through the U.S. Environmental Protection Agency (EPA) with federal funds. General Contractors and subcontractors must meet all requirements and provision required by both funding agencies.

This project is subject to the American Iron and Steel (AIS) requirements mandated by Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (and subsequent statutes).

This project is subject to the Build America, Buy America (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58 §§ 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States. A waiver has been approved for this project.
