PURPOSE OF REQUEST
Franklin County Fire Protection District #2 (the District) is soliciting a Request for Qualifications (RFQ) for professional services from architects and/or engineers (Firm) for the planning, design, cost estimate, and construction phase management of an Apparatus Storage Facility/Firehall in Kahlotus, Washington.
TIME SCHEDULE
The District RFQ will adhere to the following timeline:
RFQ issue: June 22, 2023
Deadline for submittal of Firm Qualifications: July 20, 2023
District Opening of Firm Qualifications: July 26, 2023
Project funding requires a construction bid to be accepted no later than December 31, 2024. The District is imposing a construction bid due date deadline of no later than April 15, 2024.
DISTRICT BACKGROUND
The District is located in northeast Franklin County, headquartered in Kahlotus. The existing District Apparatus Storage Facility/Firehall is under sized for the number of fire trucks the District operates; as such the District is pursuing the construction of a new building. A volunteer force of 40 serves the District.

- Please place one (1) copy of your statement of qualifications in a sealed envelope and clearly label in the lower left corner “RFQ – Apparatus Storage Facility/Firehall”
- Qualifications should be prepared simply and economically, providing a straight forward, concise description of provider capabilities to satisfy the requirements of the request. Emphasis should be on clarity and brevity of content.
- An authorized representative of the Firm must complete and sign the attached application (Exhibit A) and return it with a statement of qualifications.
- Any questions concerning the project or District’s RFQ process shall be directed to District Commissioner Joe Roach at (509) 947-3450.
- The Firm shall be registered in the State of Washington as set Forth in RCW 18.08 and/or 18.43.
- The Firm must include evidence that they maintain the following minimum insurance:
- Worker’s compensation and employer’s liability in amounts required by law;
- Commercial general liability with limits of liability not less than $2,000,000;
- Automobile liability insurance with limits of liability not less than $2,000,000; and
- Professional liability with limits of liability not less than $2,000,000.
SELECTION CRITERIA
Responding Firm’s RFQ will be evaluated on the following criteria:
- Ability and history of successfully completing contracts of this type and meeting project deadlines.
- Firm’s capacity to complete the project timely and economically.
- Competence and experience of key personnel.
TERMS AND CONDITIONS
- The District reserves the right to reject any and all responses, and to waive minor irregularities in any response.
- The District reserves the right to request clarification of information submitted, and to request additional information from any Firm.
- If the District is unable to negotiate a satisfactory contract with the Firm selected within 30 days of selection, negotiations with that Firm will terminate and the District may select the next most qualified Firm.
- Any statement of qualifications may be withdrawn up until the date and time set above for opening of qualifications. Any statement of qualifications not so timely withdrawn shall constitute an irrevocable offer, for a period of ninety days to provide to the District the scope of services described, or until one of the statement of qualifications have been approved and entered in to contract by the District Commissioners, whichever occurs first.
- The contract resulting from acceptance of a statement of qualifications by the District shall be in a form supplied or approved by the District, and shall reflect the specifications in this request. The District reserves the right to reject any proposed agreement or contract that does not conform to the specifications contained in this request, and which is not approved by the District’s Attorney.
- The District shall not be responsible for any costs incurred by the Firm in preparing, submitting or presenting its response to the RFQ.
- The District encourages minority and women-owned Firms to submit qualifications.
- The District shall adhere to RCW 39.80, “Contracts for Architectural and Engineering Services”
- Project funding includes federal ARPA funds which have specific design requirements. Firms must be able to satisfy ARPA conditions which include LEED certification.
SCOPE OF SERVICES
The District requests professional services related to the construction of a new Apparatus Storage Facility/Firehall in the town of Kahlotus on District owned property. The property is located to the northwest of the intersection of SR 260 and SR 21. Project details include site access and earthwork, utility connections, an approximately 60 ft by 120 ft steel frame metal clad building with internal office and restroom. Project specifics will be determined during Firm’s planning phase.
COMPENSATION
- Upon selection of a Firm, the District and Firm shall negotiate fair compensation for the services to be performed. Compensation may be in the form of a “Lump Sum, not to exceed without prior authorization,” or a “Time and Materials” contract. Request for payment shall be made on a monthly basis by the Firm and will be paid within thirty days of receipt of billing statement contingent upon District approval.
- Payment of “Lump Sum, not to exceed without prior authorization” contracts by the District will only be made after services have been performed and a billing statement is submitted to and approved by the District. Request for payment for contracts of this type shall reflect the portion of work completed.
- Payment of “Time and Materials” contracts by the District will only be made after services have been performed and an itemized billing statement is submitted to and approved by the District Commissioners. Statements shall include services performed, the number of hours performing services, the name of the person performing such services, and the hourly labor charge for such service.
