GARFIELD COUNTY NOTICE TO CONSULTANTS REQUEST FOR QUALIFICATIONS
GARFIELD COUNTY is soliciting interest from consulting firms with expertise in roadway design and construction management. All work will be in compliance with Washington State Department of Transportation (WSDOT) standards and procedures for Local Agencies including in accordance with WSDOT Local Agency Guideline Manual. This agreement will be for approximately TWO YEARS in duration with the option for GARFIELD COUNTY to extend it, if necessary. The contract will be a cost plus fixed fee agreement.
GARFIELD COUNTY reserves the right to amend terms of this “Request for Qualifications” (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.
Project Description
Garfield County has a Federal funded Roadway Design/Construction project, CRP#455 Lower Deadman Safety (including a DBE goal of 0%). The proposed improvements between MP25.2 – 30.4 include add/upgrade/relocate guardrail/end terminals, including relocating/moving guardrail out further away from edge line to existing built shoulders, remove guardrail, flatten slopes, and resurface roadway, including cement recycled base and BST surface treatment.
GARFIELD COUNTY reserves the right to retain the services of any qualified firm(s) for any one or any phase of a project, including PE, CE, R/W, Surveying or Materials Testing. The County may select multiple firms in order to complete the work.
Evaluation Criteria
Submittals will be evaluated and ranked based on the following criteria:
1) Qualification of Proposed Project Manager
2) Qualifications/Expertise of Firm
3) Ability to meet schedule
4) Approach to project
5) Familiarity with WSDOT/FHWA standards
6) Past Performance/References
7) DBE approach and commitment
Submittal
Submittals should include the following information: Firm name, phone and fax numbers; Name of Principal-in-Charge and Project Manager; and Number of employees in each firm proposed to project.
Any elements of cost must be in a concealed format and separate from technical/qualification submissions; these will not be considered in the evaluation, ranking, and selection phase.
