Establish a behavioral health counseling services program to uninsured individuals with incomes below 300 percent of the federal poverty level. Establish alternative funding sources to maintain the program following the end of the grant period. Promote health equity and improve the ability of all individuals in Washington state, regardless of financial situation or insurance coverage, to access behavioral health care. HCA intends to award one contract.
