Purpose and Objectives:

The Washington State Health Care Authority, hereafter called “HCA,” is initiating this Request for Qualifications (RFQ) to solicit Bids from organizations interested in participating on a project to develop a complete, Certified Peer Specialist (CPS) Training, to used by HCA in the certification of CPSs. The resulting CPS Curriculum will run approximately 80 hours in duration and be built off of the current, 40-hour Certified Peer Counselor (CPC) curriculum.  In conjunction with the CPS Curriculum, the Apparent Successful Bidder (ASB) will create curriculum for a Gap course, in a Learning Management System format, to provide a learning path for current CPCs to complete the new training requirements for the HCA CPS certification and prepare interested peers for CPS licensure through the Washington State Department of Health (DOH).

The development and refining of the Curriculum will be done in partnership with a work group consisting of community members and stakeholders coordinated by the resulting ASB and will include the presentation of one (1) statewide Train the Trainer Event and two (2) regional CPS training events.

Both Curriculums and all related materials will be required in both English and Spanish.

Minimum Qualifications:

A.   Licensed to do business in the state of Washington or provide a commitment that it will become licensed in Washington within thirty (30) calendar days of being selected as the ASB.

B.   Main offices must be located within Washington State.

C.  Must be a Washington State Peer Run Organization as defined in RFQ Section 1.1, Definitions.

D.  Project Lead must be a Washington State CPC, with at least one (1) year experience providing Behavioral Health Services as defined in RFQ Section 1.1, Definitions.

E.   Organization must be an HCA approved CPC trainer with at least one (1) year, or five (5) completed training events’, experience presenting the most recent CPC curriculum.
