High Rise Security Camera Improvements

The Bellingham Housing Authority (BHA) is requesting bid proposals with unit prices to provide all materials, labor, equipment, necessary permitting and other services necessary to install data wiring, wiremold and conduit for security cameras (not part of scope), including concrete and brick core drilling, at Lincoln Square, 409 York Street; Washington Square, 2501 E Street; and Chuckanut Square, 1400 12th Street, all in Bellingham, WA, per the bid documents. BHA will require the contractor to commence work within 90 days of contract execution. The contractor will be given 90 calendar days from notice to proceed for substantial completion.

BHA intends to award the contract to the qualified bidder with the lowest lump sum price.

HUD funding requirements will be a part of the contract, including federal wage rates and Section 3 hiring goals. BHA will provide any and all technical assistance needed to fill out and submit forms.

BHA will conduct a guided walk-though of the properties on Tuesday, July 27, 2021, at 9:00 AM. The walk-through will begin at BHA’s maintenance shop, located around the corner from Lincoln Square at 1629 Grant Street.

Free-of-charge access to project bid documents (plans, specifications, addenda, and Bidders List) is provided to Prime Bidders, Subcontractors, and Vendors by going to www.bxwa.com and clicking on "Posted Projects", "Public Works", and "Bellingham-Whatcom Co. Housing Authorities”.

You may also receive bid documents by emailing Cameron Hatcher at cameron.hatcher@bellinghamhousing.org with “HRC” in the subject line. You will receive the bid documents by email attachment.

All questions must be submitted by email by Sunday, August 1, 2021 at 11:59 PM to Cameron Hatcher at cameron.hatcher@bellinghamhousing.org to be considered. No oral interpretation will be made to any bidder as to the meaning of the bid documents. Every request for an interpretation shall be made in writing. Any inquiry received by the deadline listed above will be given consideration. Interpretations will be in the form of addenda, posted to www.bxwa.com and issued to all bidders who requested the original bid documents directly via email at least 7 days before the bids are opened. The bidder is responsible for assuring receipt of all addenda issued. All such addenda shall become part of the bid documents and all bidders shall be bound by such addenda, whether or not received.

The Bidder’s completed bid form and other required documents as listed in the bid form must be emailed and received by 3:30 PM on Tuesday, August 10, 2021 to cameron.hatcher@bellinghamhousing.org. No physical copies will be accepted due to COVID-19.
