REQUEST FOR BIDS
I-5/TROSPER ROAD/CAPITOL BOULEVARD RECONFIGURATION
SUBMITTAL OF SEALED BIDS:

Notice is hereby given that sealed bids shall be hand-delivered to the Public Works Department front counter, located downstairs at Tumwater City Hall, 555 Israel Road SW, Tumwater, Washington from 10:00 a.m. to 2:00 p.m., Thursday August 18th, 2022, for the I-5/Trosper Road/Capitol Boulevard Reconfiguration project. Proposals received after the time fixed for opening will not be considered. Bid deliveries other than hand-delivered (i.e., faxed or emailed) will not be accepted.

BID OPENING:
All bids will be opened and publicly read aloud at 2:00 p.m., Thursday August 18th, 2022, at Tumwater City Hall, 555 Israel Road SW, Tumwater, Washington, for this request for bids.

COVID-19 SPECIAL BIDDING NOTES:
The bid opening will be conducted in accordance with the latest recommendations provided by the Washington State Department of Health. As a minimum, the recommendations at https://coronavirus.wa.gov/information-for/you-and-your-family/safer-gat... will be followed.

Do not lick bid envelopes; seal with a moistened towel. After submitting your bid, return to your vehicle until the bid opening at 2:00 p.m. Bidders are encouraged to send people not considered to be in “higher-risk groups” by the Washington State Department of Health. People over 60, those who are immune-compromised, and/or those with underlying chronic medical conditions are at higher risk of having serious complications from COVID-19. Bidders are encouraged to send people that are not sick with a cough, sneezing and/or fever. Attendees are encouraged to take the following precautions to prevent possible transmission before, during, and after the bid opening:

  • Wash hands often with soap and water or use alcohol-based hand sanitizer.
  • Cough and sneeze into the elbow or into a tissue.
  • Practice social distancing. Stay 6 or more feet away from people.
  • Frequently clean and disinfect surfaces in your home and workplaces.

If alternate submittal and/or opening procedures/accommodations than those shown above are needed by any bidder for health or safety reasons, submit a request to Bill Lindauer, Engineering Services Manager, at blindauer@ci.tumwater.wa.us with a cc to tumwaterprojects@ci.tumwater.wa.us a minimum of 7 calendar days prior to bid opening. Emails shall include the subject line, “I-5/Trosper Road/Capitol Boulevard Reconfiguration – Special Bidding Accommodations”.

DESCRIPTION OF WORK:
Contractor shall perform all work and furnish all tools, materials, supplies, equipment, labor and other items incidental thereto necessary for the construction and completion of the work, more particularly described as the I-5/Trosper Road/Capitol Boulevard Reconfiguration project. The Project includes, without limitation, constructing three roundabouts (located at Capitol Boulevard/Trosper Road, Trosper Road/6th Avenue, and 6th Avenue/Interstate 5 NB on and off ramps), constructing 6th Avenue from Lee Street to Trosper Road, reconstruction of Interstate 5 northbound on and off ramps, rebuild of Trosper Road and Capitol Boulevard within the project limits, construction of the Trosper Road Extension, and rebuild of Linda Street. The project will include full roadway reconstruction, new roadway construction, pedestrian facilities, bicycle facilities, street lighting and pedestrian beacon installation, and landscaping and irrigation. Utility work will include storm water, sanitary sewer, water, joint
utility trench for private utilities, and power overhead conversion, and other work, all in accordance with the Contract Plans, Contract Provisions, and the Standard Specifications.
Cost estimate range: $9,500,000.00 to $11,500,000.00

BID DOCUMENTS:
Free-of-charge access to project bid documents (plans, specifications, addenda, and Bidders List) is provided to Prime Bidders, Subcontractors, and Vendors by going to www.bxwa.com and clicking on "Posted Projects", "Public Works", and "City of Tumwater.” This online plan room provides Bidders with fully usable online documents with the ability to: download, view, print, order full/partial plan sets from numerous reprographic sources, and a free online digitizer/take-off tool. It is recommended that Bidders “Register” in order to receive automatic e-mail notification of future addenda and to place themselves on the “Self-Registered Bidders List". Bidders that do not register will not be automatically notified of addenda and will need to periodically check the on-line plan room for addenda issued on this project. Contact Builders Exchange of Washington at (425) 258-1303 should you require assistance with access or registration.

All bid proposals shall be in accordance with the Instructions to Bidders and all other contract documents which may be obtained through Builders Exchange of Washington.
Any questions regarding work description or the explanation or interpretation of the bid documents must be directed to Bill Lindauer, Engineering Services Manager, in writing at 555 Israel Road SW, Tumwater, WA 98501 or via email at blindauer@ci.tumwater.wa.us with a cc to tumwaterprojects@ci.tumwater.wa.us. All correspondence (written and email) shall contain the Subject Line “I-5/Trosper Road/Capitol Boulevard Reconfiguration – Bidding Question”. All questions must be received a minimum of 48 hours prior to bid opening.

RESERVATION OF RIGHTS:
The City of Tumwater reserves the right to reject any or all bids and/or any portion of any bid, and to waive any informalities or irregularities in the bid or in the bidding, and determine which bid or bidder meets the criteria set forth in the bid documents. The City shall reserve the right to reject single items or combinations of bid items.
No bidder may withdraw their proposal after the hour set for the opening thereof, or before award of contract, unless said award is delayed for a period exceeding thirty (30) days.

NOTICE TO BIDDERS – TITLE VI
The City of Tumwater in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252,42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
