Industrial Symbiosis RFP

The Clallam County Economic Development Council (“Clallam EDC”) is soliciting proposals from experienced individuals or firms (“Proposer” or “Proposers”) interested in providing consulting services for the Industrial Symbiosis Screenings, a program sponsored by the Clallam EDC.

The Industrial Symbiosis Screenings project is one of 12 complementary projects funded by the United States Economic Development Administration (EDA) to retain and create jobs for the region’s diverse population.  The Clallam EDC applied for funding for the Clallam Forest Products Innovation Program and this RFP is funded through the EDA.  These investments are critical to providing employment for our economically distressed county.  The employment opportunities expected to result from the projects will be accessible to local residents.  

The 12 projects advance a coordinated Peninsula-wide strategy built through collaboration among city, county, state and federal officials, Tribal leaders, economic development organizations, private industry, NGOs and utilities in response to the McKinley Mill closure in August 2024. Projects fall into these categories: Factory Assembled Structures for Housing, Biomass and Wood Product Manufacturing, and Improving Transportation through barging.

This solicitation is meant to select a contractor who will conduct Industrial Symbiosis screenings that offer a structured approach to optimizing internal industrial operations, exchanging materials, energy and wastes with nearby industries to generate value and reduce costs and pollution, and identifying new forest product opportunities.  The screenings will be made available to Port Angeles’ McKinley Mill, which ceased production in August 2025 but hopes to reopen in 2027, to support efforts to improve the mill’s profitability and resilience to commodity market fluctuations. The screenings will also apply to the Forks Industrial Park which is largely vacant and potentially to the Eclipse Industrial Park in Port Angeles. Screenings will be provided to 3-5 forest product industries in the area. Opportunity Reports will be produced for each screened industry identifying internal, symbiotic exchange and new product opportunities and implementation recommendations.
