Description/Scope of Work:

Evergreen is seeking a consultant to lead the development of an RFQ or RFP for a design competition to develop a campus infrastructure master plan. The Consultant will work with College staff, and confer with key staff at DES and OFM, to define and write the final criteria, selection, and qualification process for an innovative approach to capital planning.

 

The College intends to recruit design competitors to develop performance-based master plans for the upgrade of critical campus infrastructure (heating/cooling, power, roads, and water). Selected competition finalists will receive design funding to flesh out their proposed plans. One plan will then be selected from the finalists to define the College’s replacement and renovations of the aforementioned campus infrastructure over the next few biennia.

 

Qualification Criteria:

Consultants will be considered for selection based upon the following criteria (300 points):

    1. (50 points) Relevant experience and qualifications of consultant (or team) proposed for the project
    2. (50 points) Knowledge of and demonstrable experience with WA State public works contracting
    3. (20 points) Proven successful experience working with college or university, multi-stakeholder project teams (supported by references)
    4. (20 points) Demonstrable experience with utility and energy infrastructure projects
    5. (20 points) Demonstrable experience with performance-based design
    6. (20 points) Samples of previous work
    7. (20 points) Previous performance of the firm

 

 

The firm selected for this preparatory work will not be eligible to participate in the design competition.

 

The Evergreen State College has established voluntary MWBE Goals of 10% MBE and 8% WBE.

 

Submittal Requirements:

Interested firms shall submit six (6) sets, including a cover letter, addressed to Tim Byrne, Project Manager, The Evergreen State College, Office of Facilities Services, 2700 Evergreen Parkway NW, Lab II Building, Suite 1254, Olympia, Washington, 98505.  Submittals shall include a cover letter, no more than twelve (12) single-sided pages, or six (6) double-sided pages, responding to the criteria categories.  Additional requirements not included in the maximum page count are up to three (3) letters of recommendation and Federal 330 forms.  Submittals will be accepted until 2:00 p.m., September 3rd, 2019Faxed copies will not be accepted.

 

Following the evaluation of the Statement of Qualifications, the selection committee will interview firms most highly qualified for the services required.  Interviews will be scheduled the weeks of September 16, 2019 and September 23, 2019.
