- PROJECT DESCRIPTION:
- The Bubble on Gum Housing project is an affordable multifamily rental garden style apartment community located in East Kennewick, at the intersection of 13th Ave and Gum St. The property will be a mix of 2-story townhomes and stacked flats. The project will feature 28 one-bedroom units, 23 two-bedroom units, and 7 three-bedroom units across eight buildings. There will also be a community building, and a maintenance shop. Amenities include parking, covered mailboxes, a children's play area, small soccer 'rave court', and xeriscape landscaping.
- The present condition of the site is that of a vacant gravel lot.
- In addition to the primary housing development, related offsite improvements are required along Gum St between 10th avenue and 13th Ave., as well as along 13th Ave. for the frontage of the property. These improvements include the demo and replacement of the roadway, stormwater improvements, curb and gutter, sidewalks, street lighting, and utility work. This is not an exhaustive list, review the full bid documents for complete scope of work.
- BID SUBMITTAL AND OPENING
- Notice is hereby given that the Kennewick Housing Authority will receive sealed bids from General Contractors until 2:00 PM local time on Wednesday, April 30, 2025, for the Gum St. Apartments project, at the offices of the Kennewick Housing Authority located at 1915 W 4th Place, Kennewick, WA 99336.
- Bids will thereafter be publicly opened and read aloud, beginning at approximately 2:01 PM local time at the adjacent Kennewick Housing Authority Community Center.

- It is the sole responsibility of the bidders to deliver bid proposal and associated required documents by the date and time, and in the manner indicated. Late proposals and associated documents will not be considered.

- Printed Procurement and Contracting Documents: Obtain after March 26, 2025, by contacting Abadan Spokane (509) 747-2964. Only complete sets of documents will be issued. Printing and shipping will be at the bidder’s expense.

- RIGHT TO ACCEPT OR REJECT
- The Owner shall reserve the right to reject any or all proposals and the right to waive any irregularities or information in any proposal, subject to the Laws of the State of Washington as pertaining to Public Works, and as may be deemed in the best interest of the Owner. In particular, the Owner reserves the right to reject a proposal which is not accompanied by the required bid security, Subcontractor Listing Pursuant to RCW 39.30.060, and complete Contractor’s Qualification Statement, and incomplete or irregular proposals which may exclude or modify any item(s) required by the Bid Documents. No proposals will be accepted after the hours set for receipt of bid submittal as set forth above.
