INVITATION FOR BIDS

Notice is hereby given that Public Utility District No. 1 of Kitsap County (KPUD) will receive sealed bid proposals for the LUD #40 Bill Point Water Part 1 Project on March 2, 2023 until 1:00 p.m., at the KPUD Office, 1431 Finn Hill Road (P.O. Box 1989), Poulsbo, Washington 98370, where they will be publicly opened and read aloud.

Bids are being asked for provision of all necessary labor, equipment and materials required for construction of 2767 linear feet of 8-inch ductile iron water main, 43 linear feet of 6-inch ductile iron water main and 1507 linear feet of 2-inch polyethylene water main on NE Bill Point Drive, Bill Point Crest NE, Bill Point View NE, Bill Point Hill NE, Bill Point Bluff NE, Bill Point Court NE and Bill Point Circle NE, 84 service connections, asphalt roadway repair and other work as shown on the project plans and specifications.  The bid shall include provision of all necessary labor, equipment, material, and appurtenances required for construction.

The project lies within the Southeast ¼, Section 35, Township 25N, Range 2E WM and the Southwest ¼, Section 36, Township 25N, Range 2E WM, within the City of Bainbridge Island and Kitsap County, WA.  The western NE Bill Point Drive project start point is at the intersection of NE Old Creosote Hill Road and NE Bill Point Brive.  The northern project end point is on NE Bill Point Drive after the intersection of Bill Point Court NE and before NE Old Creosote Hill Road.  The remaining project end points are at the terminus of Bill Point Crest NE, Bill Point View NE, Bill Point Hill NE, Bill Point Bluff NE, Bill Point Court NE and Bill Point Circle NE.  The time for completion on this project is 120 working days.

Plans and specifications are also on file at Kitsap PUD, 1431 Finn Hill Road, (P.O. Each Bid Proposal shall conform to the requirements of Section 1-02.9 of the Contract Special Provisions. Bids shall be made out on the bid form furnished with the specifications.

A 5% bid guarantee is required in the form of certified or cashier’s check, or surety bond in accordance with the contract specifications. Contractor must be licensed to conduct business in the State of Washington.

The contract will be awarded to the qualified bidder submitting the lowest responsible bid.  KPUD reserves the right to reject any or all bids and to waive all informalities in the bidding in accordance with the specifications.  All work performed on this project will be subject to the higher of the prevailing state or federal wage rates.
