Notice is hereby given that the Port of Whitman County will receive sealed bids through Thursday, August 15, 2024, at 1 p.m. at the Port Office at 302 N Mill Street, Colfax, WA 99111. Proposals received after said date and time will not be considered. All timely bids will be opened and read publicly aloud at the Port Office at 302 N Mill Street, Colfax, WA 99111 and online at https://bit.ly/3xFXSY1 at 1:00 p.m. on Thursday, August 15, 2024.

This project shall consist of the design, documentation and calculations for permit, fabrication, and delivery of an approximately 12,000 sq. ft. metal building system as noted on the plan sheet(s) and specifications. The metal building system will include all primary and secondary steel structure. The rest of the building including insulation, roofing, cladding, doors, fenestration, interior partitions and finishes will be designed and bid in a subsequent phase. The building will be occupied by a brewery and will primarily be used for beer production but will also include a small taproom and kitchen. This project also includes the cost for any and all coordination required with the design team of subsequent phase and the metal building erector. The project location is in Pullman, WA.

The Port anticipates awarding this project to the successful bidder and intends to give Notice to Proceed as soon as the Contract and all required documents are executed in full. Regardless of the date of award or Notice to Proceed, the Contractor must complete all work by May 6, 2025.

PRE-BID MEETING: An online informational meeting will be held Friday, July 26, 2024, at 9 a.m. at http://bit.ly/4cCSjJc. All prospective bidders are strongly encouraged to attend.

OTHER PROVISIONS: All bids and this Project shall be governed by the Contract, as defined by the Washington State Department of Transportation Standard Specifications for Road, Bridge, and Municipal Construction 2024 (Standard Specifications), which is incorporated by this reference as though set forth in full.

All bid proposals shall be in accordance with the Contract and all bid proposals shall be accompanied by a bid deposit or bond in the amount of five percent (5%) of the bid amount payable to the Port of Whitman County. Forfeiture of the proposal bond or deposit to the Port shall be in accordance with the Contract.

The Port of Whitman County, in accordance with Title VI of the Civil Rights Act of 1964, (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin in consideration for an award. The Port encourages minority and women-owned firms to submit bids consistent with the Port’s policy to ensure that such firms are afforded the maximum practicable opportunity to compete for and obtain public contracts.

The Port of Whitman County reserves the right to reject any and all bids, waive any informalities or minor irregularities in the bidding, and determine which bid or bidder meets the criteria set forth in the bid documents.
