ITB 2021-083, Swift Bus Rapid Transit (BRT) Orange Line Construction

Sealed bids for construction of the Swift BRT Orange Line Project will be physically received by Community Transit until Exactly 1:00 p.m. PST December 16, 2021, at the reception desk of Community Transit’s Administrative offices located at 7100 Hardeson Road, Everett, WA.  Oral, telephonic, telegraphic or faxed bids will not be accepted.

This project is funded in part by the Federal Transit Administration (FTA) and provides for improvements to construct site, roadway and signal improvements, and Swift Bus Rapid Transit (BRT) Station Shelter and amenities installation at sixteen (16) BRT Station sites along the new Swift Orange Line corridor; one (1) new BRT Station site along the existing Swift Blue Line corridor; two (2) new BRT Stations that will serve as the new Swift Blue Line terminus at Sound Transit’s 185th Parking Garage; modifications to six (6) existing Station Shelters along the existing Swift Green Line corridor; one (1) existing Station Shelter along the existing Swift Blue Line corridor; a new transit center at the western terminus at Edmonds College; a re-constructed transit center at the eastern terminus at McCollum Park Park & Ride; and other work, all in accordance with the Contract Documents. 

Work is located in the cities of Lynnwood, Mill Creek, and Shoreline; unincorporated Snohomish County; and within portions of right-of-way on State Route 99, 524, and 96, and on 164th Street SW at Interstate-5 (WSDOT).  Site construction and roadway/signal improvements include temporary erosion and sedimentation control; temporary traffic control including providing temporary routing/facilities for pedestrians and bicycles; surveying; removal of structures and obstructions; excavation and trenching; storm drainage and utilities; water main relocation and sanitary sewer installation; PSE gas main relocation at the Edmonds College termini; relocation and adjustment of off-gassing piping and vaults, and landfill liner repairs at the McCollum Park Park & Ride termini; curb and gutter, and sidewalk; concrete platform; HMA and concrete pavement; cast-in-place and gravity block retaining walls; signals and illumination; signage and pavement marking; and landscaping and property restoration.  Work also includes the installation of Owner Furnished Swift BRT Station Shelters, amenities, and miscellaneous electronic equipment; Contractor Furnished driver restrooms, local shelters, and amenities at both termini; Contractor Furnished shelter at the Lynnwood Transit Center; and Contractor Furnished benches and litter bins at the Swift BRT Stations.

Expected construction time is 25 months. Engineer’s estimate for this Project is $27,665,865.00.

A non-mandatory Pre-Bid Meeting will be held via Zoom meeting only at 11:00 a.m. PST November 19, 2021.  After logging into the portal, go to “Bid Events" and click on the Pre-Bid Meeting registration link and download the instructions with call-in information. In order to expedite the meeting, questions regarding the ITB or other inquiries should be submitted in writing no later than three (3) Business Days prior to the Pre-Bid Meeting to give staff sufficient time to research and prepare answers.

Questions and clarification requests must be submitted by 3:00 p.m. PST November 29, 2021 in accordance with Div 0, Sec 1.12 of the Bid Documents.

All bids will be publicly opened and read aloud after 10:00 a.m. on December 16, 2021 in the Corporate Board Room of Community Transit adjacent to the reception desk.  While it is permissible to stay for the bid opening, in order to comply with COVID-19 orders as much as possible, we request that you do not. The Bid Opening Summary sheet will be posted online after the meeting.  Final results will be posted once reviews for bid responsiveness and bidder responsibility have been completed.
