Jefferson Pump Station
NOTICE IS HEREBY GIVEN that sealed paper bids for the JEFFERSON PUMP STATION
IMPROVEMENTS PROJECT will be received by the City of Napavine in person at Napavine City
Hall at 407 Birch Ave SW, Napavine, Washington, 98565 or by mail at PO Box 810, 407 Birch Ave
SW, Napavine, Washington, 98565 until 2:00 p.m., April 10, 2025. Bids will be opened, read, and
tabulated immediately following at the City Hall’s Council Champers. Bids will not be accepted after
2:00 p.m. Mailed bids must be received prior to bid opening. Sealed, hard-copy bids are to be
submitted with a bid bond using the form supplied in the bid documents. The bid bond shall be payable
to the “City of Napavine” and have a value not less than five percent (5%) of the total amount bid. Bid
bonds of unsuccessful bidders will be returned after the contract is awarded.
The improvements for which bids will be received are described as follows:
Project Description: This project includes work to upgrade and improve the existing
Jefferson Pump Station, including:
1. Mobilization and demobilization.
2. Temporary erosion and sediment control.
3. Bypass pumping and temporary power.
4. Demolition of existing building, pumps, piping, valves, controls and electrical
equipment, removal/replacement of the top slab of the lift station wet well and
conversion of the dry/wet well configuration into one wet well with submersible
pumps.
5. Recoating of the existing dry/wet well structure.
6. Furnishing and installation of two new submersible pumps with a pumping capacity
of 400 gpm per pump.
7. Furnishing and installation of all required piping and appurtenances.
8. Construction of equipment canopy and hoist.
9. Construction of a new electrical rack.
10. Construction of a valve vault with a bypass connection.
11. Construction of all site restoration, including but not limited to fencing, concrete
slab, and other general restoration.
12. Providing testing, startup, commissioning, and training as specified herein.
13. Providing all associated work as shown on the Plans and within these
specifications, for a complete and finalized workable system.
All work shall be substantial complete within 105 working days of receiving the Notice to
Proceed. A Limited Notice to Proceed will be given prior to issuance of the Notice to Proceed and
the start of on-site construction work. The Limited Notice to Proceed shall authorize Contractor to
proceed with pre-construction work, mainly submittals and procurement of long-lead time items.
The Notice to Proceed will be issued approximately 6 weeks after Limited Notice to Proceed,
authorizing on-site construction work and establishing the date on which Contract Time begins.
Working days shall begin accruing on the date of the Notice to Proceed. Time extensions may be
granted for rainfall days that prevent work that is already in progress. The City of Napavine
reserves the right to accept a proposal of the lowest responsible bidder, reject any or all bids, and
to waive irregularities in the bid or in the bidding.

Prospective bidders can view specifications for free through the HUBEXO (formerly QUESTCDN)

$22.00 non-refundable fee to download a full set of contract documents in pdf format. Bidders
should contact HUBEXO at (952) 233-1632 or info@questcdn.com if unable to join or access the
documents online.
HUBEXO is a web-based platform for construction project advertisements, bid documents
distribution and plan holder lists. Prospective bidders will need to join HUBEXO to purchase
and download the contract documents. HUBEXO offers several membership levels and a
“REGULAR” membership is free. If prospective bidders access the project directly from the
HUBEXO website, a seven-digit HUBEXO project number (9574664) will be needed to locate the
job on the HUBEXO website search page.
Pre Bid Site Visit: Bidders will be allowed to visit the site on Wednesday, March 26, 2025 at
10:00 AM. Though not mandatory, it is highly encouraged that respective bidders visit the site
prior to submitting a bid.
Financing of the Project has been provided, and payment to the Contractor by regular monthly
payments for labor and materials furnished will be by City check. The City expressly reserves the
right to reject any and all Bids and to waive minor informalities.
The Engineer’s estimate for this project is $2,500,000.
