Franklin County Public Works in partnership with the Bureau of Reclamation (BLM) and Wester Federal Lands Highway Division (WFLHD) is inviting and requesting bid proposals for CRP 602 / Juniper Dunes Recreation Area Access. The project consist of the newly constructing 4.3 miles of roadway to the Juniper Dunes Recreation Area. The work consists of clearing and grubbing, excavation and embankment compaction, culvert pipe installation, crushed surfacing, paving with bituminous surface treatment (BST), erosion control, hydroseeding, and other related work. This project is located approximately 7 miles northeast of the intersection of SR-12 and Pasco-Kahlotus Road located in the City of Pasco) along Section 3 & 4, Township 9 N., Range 31 E., WM and Sections 15, 22, 27, 28, 33, and 34, Township 10 N, Range 31 E, WM. (from 46.284479, -118.931797 to 46.346057, -118.930547)

Sealed bids shall be marked with the project name and number and be addressed to the Franklin County Commissioners. Bids will be received at the Office of the Board of County Commissioners, Franklin County Courthouse, 1016 N. 4^th Ave, Pasco, Washington, 99301 until 8:45 AM, Tuesday, October 2^th, 2018, and will then and there be opened and publicly read aloud during the regular County Commissioners meeting after 9:00 AM.  Bids shall be submitted only on the proposal form provided with the specifications.

All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the total contract amount.
