Sealed bids for the following described construction will be received by the Columbia County, at the Public Works Department Office reception desk:

 

Located at 415 N Guernsey Avenue, Dayton, Washington, 99328, until 9:30 a.m. PST, November 3, 2025.

 

The bids will be opened and publicly read at the Office of the Board of County Commissioners, 115 East Main Street, Dayton, Washington, 99328, at 10:00 a.m. PST, November 3, 2025.

 

Bids must be completed on a lump sum and unit price basis as indicated on the BID PROPOSAL, and the total as defined in the Special Provisions will be used for the purpose of comparison of bids for the KELLOGG HOLLOW ROAD PHASE II Project.  Award of the construction contract will be to the lowest responsible bidder. 

 

The work includes, but is not limited to, constructing 28,985 cubic yards of excavation, 18,065 cubic yards of embankment, 1,890 square feet of rock embankment, 640 square feet of rock retaining wall, installation of drainage culverts, 80 lineal feet of SRA buried structure, 24,545 tons of CSBC, 13,340 tons of CSTC, BST surfacing, 4,500 lineal feet of guardrail and striping on approximately 2.10 miles of road and other work, all in accordance with the Plans, Special Provisions, and the Washington State Department of Transportation 2025 Standard Specifications.  Information regarding bidding procedures, Special Provisions, Bid Form, Contract Form, Drawings, Specifications, Contract Bonds, and Other Contract Documents may be examined at the following locations:

 

Plans and Specifications may be obtained electronically, under “Bid Postings/Plan Room” at www.columbiacountywa.gov/publicworks or at http://hosted.onlineplanservice.com/project/313.

 

Bidders may download digital documents at no cost and obtain printed documents, at the bidder’s expense, by choosing the “Order” option. Posted on this Plan Room, under the “Documents” section, is an Official list of the locations where documents may be examined. This project is being funded through Columbia County and WSDOT Federal Aid No. STBGR-D071(005). Contractor will be subject to all federal and state requirements relating to the use of such funds. Attention of bidders is particularly called to the requirement as to the condition of employment to be observed and minimum wage rates to be paid under the contract.

 

The Owner reserves the right to waive any informalities, minor defects, or to reject any or all bids.  Each bidder must deposit with their bid, security in the amount of five percent (5%) of the total bid amount, subject to the conditions provided for in the bid procedures and conditions. 

 

No bidder may withdraw his bid within thirty (30) days after the actual date of the opening thereof.

 

The following is applicable to federal aid projects.

 

The Columbia County, in accordance with Title VI of the Civil Rights Act of 1964, (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
