Kitsap County RFQ: Colchester Drive, Duncan Creek Fish Passage Culvert CRP# 2633, Fed Aid: # (TBD)
Kitsap County Department of Public Works (KCDPW) is soliciting Statements of Qualifications from qualified firms with fish passage and stream restoration design experience. Specialties involved in the design phase of this federally funded project include: Civil, Environmental, Geotechnical, and Structural Engineering, Public Outreach, and Regulatory Permitting. The selected firm is expected to assist KCDPW during bidding and construction.
Project Scope:
The proposed project will replace an existing culvert system under Colchester Drive E in Manchester, WA with a fish-passable buried structure, restore the stream alignment and habitat complexity, and replace the existing comingled stormwater system with a new system and outfall. The roadway and prism will be restored to meet Kitsap County Road Standards.
The work to be performed by the Consultant consists of, but is not limited to, designing and preparing the Plans, Specifications and Estimate (PS&E), and reports required for permitting and construction of a fish-passage culvert and stormwater outfall.
Schedule:
Expected time period for this work will be from April 2025 through construction completion, which is anticipated by December 2027.
Requirements:
The consultant selected will be subject to Federal Equal Employment Opportunity (EEO) requirements.
Disadvantaged Business Enterprise (DBE) program requirements assigned to the agreement will have a mandatory goal of sixteen percent (16%).
Fee Estimate:
The County estimates the Consultant fee for this project to be approximately $618,000.
