Kitsap Lake Elementary Safe Routes to Schools, Bremerton WA

NOTICE INVITING BIDS
FOR
KITSAP LAKE ELEMENTARY SAFE ROUTES TO SCHOOLS

RECEIPT OF BIDS: Sealed Bids will be received at the office of the City Clerk of the City of Bremerton, located at 345 Sixth Street, Bremerton, Washington 98337 until 1:00 P.M. PS as shown on the wall clock inside the City Clerk’s office on April 10, 2020, for the project Kitsap Lake Elementary Safe Routes to Schools. Bids received after the specified time and date will not be considered.

OPENING OF BIDS: The bids will be publicly opened and read after 1:00 P.M. on April 10, 2020, in the office of the City Clerk at 345 Sixth Street, Bremerton, Washington 98337.
 

COMPLETION OF WORK: The WORK must be physically completed within one hundred twenty (120) working days after the commencement date stated in the Notice to Proceed.
 

DESCRIPTION OF WORK: The WORK to be completed under this Contract consists of improvements of Harlow Drive, Francis Drive, Lyle Avenue, and Carr Boulevard and includes, but is not limited to, demolition, grading, hot mix asphalt, permeable concrete sidewalks, curb ramps, driveway approaches, curb and gutter, cdf check dam, storm drains, replace meter box, relocate mailbox, channelization, RRFBs, permanent signing, illumination, and temporary traffic control. All work shall be performed in accordance with the Contract Plans, these Contract Provisions, and the Standard Specifications.

PROPOSALS: All bid proposals must be made on the blank forms furnished in the Contract Documents. Sealed envelopes containing bids shall be entitled: Kitsap Lake Elementary Safe Routes to Schools.
 

BID SECURITY: Each bid proposal shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. The failure to furnish a bid deposit of a minimum of 5 percent shall make the bid nonresponsive and shall cause the bid to be rejected by the Contracting Agency. PERFORMANCE BOND: The successful bidder will also be required to provide a Performance Bond for 100 percent of the Contract Price. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Bremerton.

CITY’S RIGHTS RESERVED: The City of Bremerton reserves the right to reject any and all bids on any or all schedules or additives or to waive any informalities in the bidding and shall determine which bid or bidders is the most satisfactory and responsible bidder and shall be the sole judge thereof.

No plea of mistake in the bid shall be available to the bidder for the recovery of his/her deposit or as a defense to any action based upon the neglect or refusal to execute a contract.

The City of Bremerton in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 USC 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally- Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.

An Underutilized Disadvantaged Business Enterprise (UDBE) mandatory goal of 7% has been established for this project. The 7% mandatory goal applies to all work on the project.
