Notice is hereby given that Public Utility District No. 1 of Kitsap County (Kitsap PUD) will receive sealed bid proposals for TEL-260942 ARPA Fiber Build Phase 3 on August 20, 2025, until 1:00 p.m., at the Kitsap PUD's Office, 1431 Finn Hill Rd, Poulsbo, Washington 98370, where they will be publicly opened and read aloud shortly thereafter. 

Bids are being asked for provision of all necessary labor, equipment, and materials required for the installation of Kitsap PUD provided fiber cables and splicing for the ARPA Fiber Build Phase 3 Project using the strand and lash construction methods along PSE poles, and installation of conduit in Kitsap County, City of Poulsbo, and City of Bainbridge Island ROW located in Poulsbo, WA, Kingston, WA, Bainbridge Island, WA, Port Orchard, WA, and Suquamish, WA. Project work includes installation of approximately 35,258 feet of aerial fiber work, 4,440 feet of underground fiber work, and other work as indicated in the plants and specifications which can be found on the Kitsap PUD website https://www.kpud.org/about-us/vendors-bids/. Kitsap PUD has obtained the PSE Attachment Permits, All other permits if any are the Contractors responsibilitiy. 

All work performed on this project is subject to state prevailing wage rates.

Contractor must be licensed, bonded, and insured in Washington State. Contractors are encouraged to commit to local hires for this project. Small, Minority- and Women-owned firms are encouraged to submit bids. A 5% bid guarantee is required in the form of certified or cashier's check, or surety bond. 

The Contract will be awarded to the qualified bidder submitting the lowest responsible bid. Kitsap PUD reserves the right to reject any or all bids and to waive all informalities in the bidding in accordance with the specifications. 

Each Bid Proposal shall conform to the requirements of Section 1-02.9 of the Contract Special Provisions. Bids shall be made out on the bid form furnished with the specifications.
