Libraries of Stevens County – New Loon Lake Library INVITATION TO BID

You are invited to bid on a General Contract for the new construction of a Public Library building in Loon Lake, WA.  The project consists of a new building of approximately 5,000 square feet, constructed on an existing foundation. Project to include Site Work, Structures, Finishes, Fire Protection, Mechanical, and Electrical work.

Preliminary Estimate:
     Base Bid:                        $2,100,000
     Alternates:                      $   300,000

Proposals will be accepted by the Library until 10:00 AM, prevailing time, on Thursday, August 8, 2024, at the Loon Lake public library building at 4008 Cedar Street, Loon Lake, WA.  Base Bid and Alternate proposals will be opened publicly and read aloud immediately following.  Interested parties are invited to attend.

A Pre-Bid Conference, optional for all General Contractor prospective bidders, will be held Thursday, July 25, 2024, at 10:00 AM at the Loon Lake Public Library building at 4008 Cedar Street,  Loon Lake, WA.

Plans and Specifications are available, beginning June 27, 2024, through the Architect. Printed paper sets are available at $200 per set (limit 2 sets to General Contractors and 1 set for subcontractors).  The cost is refundable provided the documents are returned in good condition within 10 days after bid opening to the office of the Architect.  Additional sets may be purchased at cost, non-refundable.  E-mailed PDF drawings and specifications are available at no cost (highly encouraged).

Bid security amounting to five percent (5%) of the total Base Bid must accompany each Bidder's proposal in accordance with Instructions to Bidders.

No bidder may withdraw his proposal after the date and time set for opening thereof or before Award of Contract, unless said award is delayed beyond 30 days. Substantial Completion shall be achieved in compliance with Section 01 10 00 of the project specifications.

All work performed on this project will be subject to the higher of the prevailing Davis Bacon federal wages or prevailing WA state wages. The project requires compliance with prevailing wage under RCW 39.12 and apprenticeship participation of 15% under RCW 39.04.320.

The District reserves the right to accept or reject any or all proposals, and in particular, to reject a proposal not accompanied by the required bid security or data required.  The process shall comply with WAC 180-29-105, RCW 28A.335.190 and RCW 43.19.1906.

This project is partially funded through the Washington State Community Development Block Grant program with federal funds from the US Department of housing and Urban Development.
