Background:
Lincoln County will construct fiber optic cable and facilities as part of the FTTx in Odessa, Reardan, Sprague, and Creston-to-Hawk Creek Project to connect businesses and residences in Odessa, Reardan, and Sprague and to construct an aerial and underground mid-mile connection between Creston and Hawk Creek. The County has a fully executed contract with the Washington State Public Works Board for funds to construct the project.
Request for Proposals:
Please provide proposals for the materials below on or before October 17, 2024, at 3:00 PM. Proposals must include shipping/freight costs and lead times and shall be valid for 30 days. The SHIP TO address for materials is Lincoln County Fairgrounds, 1601 Morgan St., Davenport, WA. 99122. IF SENDING BY MAIL, PLEASE IDENTIFY PROPOSALS ON THE OUTSIDE OF THE ENVELOPE AS “FIBER MATERIALS PROCUREMENT". Email bids will not be accepted.
Proposals may be accepted in whole or in part, based on the County’s evaluation of the proposal. The County may purchase materials from multiple vendors based on the evaluation factors below:
- Same manufacturer for like materials (i.e. fiber cable)
- Domestic manufacturer of product.* Where reasonably practicable, use goods, products, or materials manufactured in the United States.
- Price
- Lead Time (preferred delivery on or before December 6, 2024.)
* “Manufactured products” means items and construction materials composed in whole or in part of non-ferrous metals such as aluminum; plastics and polymer-based products such as polyvinyl chloride pipe; aggregates such as concrete; glass, including optical fiber; and lumber.

Proposals will be opened and publicly read aloud after 9:15 a.m. at the County Commissioner’s meeting on Monday, October 21, 2024. Please be advised that Lincoln County, being a municipal corporation, is exempt from Federal excise tax. The Board of Lincoln County Commissioners reserves the right to accept or reject any or all proposals.
The County of Lincoln hereby notifies all submitters that it will affirmatively insure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit proposals in response to this invitation and will not be discriminated for or against on the grounds of race, color, sex or national origin, in consideration for an award. This project is funded with America Rescue Plan Act funds, Coronavirus Capital funds and the Washington State Public Works Board.
All fiber optic cable must be single armor, single jacket, loose tube, gel-free cable. Cable specifications must be provided with the proposal and must be the same for all fiber cables, regardless of strand count. Reel cuts at 20,000’.
