Solicitation Description

The focus of this solicitation is for operations and maintenance of specified mechanical and environmental water management systems located at the Washington State Fire Training Academy (FTA) and owned by the Washington State Patrol (WSP).  The specified systems are the Membrane Bioreactor (MBR) Wastewater Treatment Plant (WWTP), and potable water system (to include the two tower reservoirs), and the Stormwater Pond system.

The primary objective of this procurement is to ensure that the Plant operates efficiently, seamlessly and in accordance with acceptable public health practices and industry standards.  Emphasis will be on assuring proper operation of all systems at all times; providing preventive maintenance in accordance with industry standards and manufacturer requirements; completing or arranging for essential repairs’ testing sewage influent and reclaimed water quality; preparing required reports and records; complying with state and federal regulations; and hauling excess liquid sludge to a larger municipal facility for disposal.

The Contractor will work collaboratively with FTA facilities staff, construction managers and representatives of oversight agencies.  In order to properly operate the Plant, the Contractor must have qualified operators available on-call at all times, and available at all times to respond (within 4 hours) to alarms and upset conditions.

The FTA has a full-time maintenance staff, which is on-site 7 days per week (except holidays), 8 hours per day.  The FTA maintenance staff is available to support the operation of the Plant on a limited basis (a maximum of 3 man-hours per week), under the direction of the Contractor.  The FTA maintenance staff can provide services such as visual inspection of the facility, operational data recording and collection of water quality samples.
