Sealed bids for the Merrill Creek Operations Base (MCOB) Maintenance Improvements Project will be physically received by Community Transit until Exactly 10:00 a.m. PDT May 10, 2021, at the reception desk of Community Transit’s Administrative offices located at 7100 Hardeson Road, Everett, WA, but no sooner than 9:30 a.m. as the doors will be locked. Oral, telephonic, telegraphic or faxed bids will not be accepted.
The Project consists of expanding and remodeling the Merrill Creek Operations Base (MCOB) Maintenance and Operations Building, Fuel Island Building, and Bus Wash Building located at 7000 and 7100 Hardeson Road, Everett, WA. Work includes, but is not limited to, upgrading and/or replacing concrete and asphalt paved areas, replacing trench drains with new storm water conveyance and detention systems, constructing a new storm water flow control facility, landscaping, relocating infrastructure at the Fuel Island Building, raising and reconstructing the roof on the Bus Wash Building, expanding the Maintenance and Operations building by approximately 19,207 square feet, including six (6) new additional maintenance bays, and relocating the body shop and paint booth. Existing vehicle lifts will be replaced with fourteen (14) Owner Furnished Owner Installed (OFOI) in-ground vehicle hoists.
Construction requires working around 24/7 operational transit facilities. For continued Base operations during construction, the Work is divided into a series of five (5) phases, each of which is further defined by a set of minimum constraints intended to ensure continuous fleet maintenance operations, minimal disruption to transit operations, and provide access to and use of the worksite. Close coordination is required with Community Transit and its Construction Manager (CM) for all portions of the Work. Expected construction time is 36-40 months. Engineer’s estimated range is $17,800,000 - $19,000,000.

A non-mandatory Pre-Bid Meeting and Site Visit will be held outside the Merrill Creek Administration Building, 7100 Hardeson Rd., Everett, WA at 10:00 a.m. PDT April 21, 2021. Please see important details regarding this event in Division 0 - Bidding and Contract Requirements, Section 1.14 of the Bid Documents.
Questions and clarification requests must be submitted by 3:00 p.m. PDT April 28, 2021 in accordance with Div 0, Sec 1.12 of the Bid Documents.
All bids will be publicly opened and read aloud at approximately 10:01 a.m. in the Corporate Board Room of Community Transit adjacent to the reception desk. While it is permissible to stay for the bid opening, in order to comply with COVID-19 orders as much as possible, we request that you do not. The Bid Opening Summary sheet will be posted online after the meeting. Final results will be posted once reviews for bid responsiveness and bidder responsibility have been completed.
