REQUEST FOR PREQUALIFICATION (RFP)

Mechanical Contractor/Construction Manager (MC/CM) & Electrical Contractor Construction Manager (EC/CM)

  1.0 INTRODUCTION

 

 

 

Pursuant to Washington Code, RCW 39.10.385 Lake Chelan Community Hospital and Clinics (Public Body) in conjunction with Bouten Construction Company (Bouten) serving as General Contractor/Construction Manager (GC/CM), has decided to utilize the alternative subcontractor selection process due to the remote location and current market conditions impacting the Hospital Replacement project (“Project”). Washington Licensed Mechanical and Electrical Contractors (“Subcontractors”) shall meet preliminary supplemental qualifications, if they intend to competitively compete for this work. To be considered as the MC/CM or EC/CM, all interested parties are required to submit to Bouten a completed Request for Prequalification (“RFP”) on the date and time as listed in Section 6.0 - Response for Prequalification (RFP) Submittal. Only those firms meeting the minimum RFP criteria and those scoring a minimum number of points will be eligible to submit Fee and General condition bids for this Project.

 

 
  2.0 PROJECTS DESCRIPTION

 

 

 

This project consists of a new approximately 55,000 square feet greenfield hospital in Chelan, Washington. All structural, mechanical and electrical systems are yet to be determined. This hospital will be single story construction and will include: emergency department, imaging, laboratory, pharmacy, surgery department with operating rooms, in-patient beds, and a sanctuary rehabilitation unit. Systems will include: Critical and normal power complete with back-up generator, HVAC and controls, fire alarm, nurse call, medical gas, and other systems typically found in a hospital. Current project construction budget is $31,000,000.

 

MC/CM Estimated scope value- $5,900,000 EC/CM Estimated scope value- $3,900,000

 

The MC/CM and EC/CM will be asked to work along side with Bouten and the owners Architect and Engineers to develop a project scope in line with the current construction budget. Early budgets, estimating and help with determining the right systems will be key tasks the MC/CM and EC/CM will be asked to perform. It will then be the MC/CM and EC/CM responsibilities to drive to the project budgets throughout the remainder of the project. Construction will need to be performed at a high level of quality as required for medical facilities by qualified construction personnel.

 

 
  3.0 GENERAL CONTRACTOR/CONSTRUCTION MANAGER 

 

 

 

Lake Chelan Community Hospital and Clinics has retained Bouten to provide general contractor/construction manager services (“Services”) for the Project. These Services shall include but are not limited to the following: budgeting and cost estimating, scheduling, subcontractor prequalification and bid solicitation, coordinating and managing direct phases of the Project for construction, and providing general requirement provisions on the jobsite.

 

 

Bouten has entered into a pre-construction agreement and intends to enter into an AIA Document A133 – 2009 Standard Form of Agreement Between Owner and Construction Manager as Constructor and this agreement requires that Bouten directly holds all subcontracts with the subcontractors. Bouten’s standard subcontract will be utilized on this project and NO modifications will be permitted to the subcontract document. Subcontractors are encouraged to review Bouten’s standard subcontract agreement in advance of responding to this RFP and copies may be obtained by contacting Kreg Shelby, Bouten’s senior project manager.

 

 
  4.0 SCHEDULE

 

 

 

The key dates related to the selection process and project schedule are as follow:

  5.0 PERFORMANCE & PAYMENT BONDS

 

 

 

A performance bond and a payment bond may be required to cover one hundred percent (100%) of the contract value bid price. Each bond shall be executed by a surety company or companies duly authorized to do business in the State of Washington and the surety company shall have a current A.M. Best & Company rating of AV III or approved by Bouten.

 

 
  6.0 RESPONSE FOR PREQUALIFICATION (RFP) SUBMITTAL

 

 

 

The RFP submittal response must be presented in a clear and concise manner in the format outlined in Section 9 – RFP Evaluation Process below. The RFP submittal shall include responses to the minimum RFP Minimum Criteria (scored as Pass/Fail) and to the scored criteria. All RFP submittals shall be submitted on 8½” x 11” paper.

than 12:00 pm on Monday, July 22, 2019. Responses to questions from interested parties will be distributed via written addendum no later than Tuesday, July 23, 2019.
