Request for Proposals (RFP): Civil Construction Services
Bid Due Date: February 28, 2025

Mercy Housing invites general contractors with expertise in complex civil construction projects to submit proposals for utility upgrades, infrastructure improvements, and roadway creation to serve the Aviva Crossing development and future phases.

PROJECT SCOPE

The project includes significant infrastructure work across five parcels at the James Center North site, currently a low-rise commercial area with surface parking. The work involves installing new stormwater infrastructure, upgrading existing sewer systems and the sewer main in the right of way, and creating accessible pathways across neighboring parcels to meet current requirements. The project is supported by public funding and is subject to state and federal contracting requirements.

This civil construction will occur concurrently with building construction performed by a separate contractor. Mercy Housing Northwest is developing a 129-unit affordable housing project at James Center North, part of a master redevelopment plan initiated in 2017. 

TIMELINE

The selected contractor must be prepared to begin work by March 2025.

Pre-submittal questions should be sent to Holly Gardner at hgardner@theschustergroup.com no later than February 3, 2025, by 10:00 AM PST. A site walk will be offered on Friday, January 31st to any interested respondents. Proposals must be submitted by February 28, 2025, by 4:00 PM PST.
