Metro Parks Tacoma RFP #A2023-14 City in a Park: System Master and Strategic Plan
Metro Parks Tacoma (MPT) is soliciting proposals from qualified professional firms to develop a System Master and Strategic Plan to guide the agency’s development of parks and recreation for the next 4-6 years. Branded as the “City in a Park” plan, this comprehensive plan will be the agency’s foundational document stating how the agency will achieve its mission, goals and objectives and will guide decisions for provision of facilities, programs and services including development of the capital improvement program.
While the City in a Park plan will supersede and replace the *Strategic Master Plan Update 2018 and the *Mission-Led Comprehensive Program Plan Final Report 2016-2022, it will incorporate updates of many of the planning components in those documents such as a community needs assessment, recreation and leisure trends analysis, community inventory, and standards for levels of service to be delivered by the parks and recreation system. Updating these components will include both incorporating already available data and cursory analysis conducted by MPT, as well as supplementary data collection and development of new methodologies by the selected vendor for more precise and informative analysis.
Particularly in the work to update levels of service standards, the plan is expected to build off of research and plans by local and national agencies and organizations whose work intersects the field of parks and recreation, as well as expected to set standards that help advance common goals of the Tacoma community for healthy people and a healthy environment.
