Request for Statement of Qualifications

Municipal Engineering Services

The City of Cle Elum is inviting Statements of Qualifications (SOQ) from firms interested in providing professional engineering design, bidding, planning, construction observation and funding administration services for the following Surface Transportation Block Grant (STBG) funded project: Second Street Pathway.  The project includes a multi-use paved pathway from Stafford Avenue to Short Avenue, curb and gutter, drainage, signing, and pavement markings.  The total project cost for professional services and construction is approximately $1,976,000. 

 

Statements of Qualifications for this solicitation shall be limited to twenty (20) pages excluding a one-page cover letter and front and back covers (if used).  Selection criteria will include key personnel; familiarity with WSDOT/FHWA standards, LAG Manual and NEPA processes; firm experience with construction observation and administration; and past performance/references. Statement of Qualifications will be evaluated on a competitive basis using the above criteria. The jurisdiction will score the received Statement of Qualifications and may conduct interviews.  Two (2) copies of the Statement of Qualifications shall be received at City Hall by 10:00 a.m., Thursday, July 29, 2021.  Questions regarding these services should be directed to Robert Omans, City Administrator, City of Cle Elum, 119 West 1st Street, Cle Elum, Washington, 98922.  Phone: (509) 674-2262, Email: romans@cleelum.gov.

 

The City, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all consultants that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit SOQs in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.

 

There is no DBE goal assigned by WSDOT for this project, but qualified disadvantaged, minority, and women-owned consultants are encouraged to respond. The City of Cle Elum is an equal opportunity and affirmative action employer.
